After COVID-19, the domestic and overseas market growth of Metaverse technology, which provides non-face-to-face services, is increasing, bringing about a transition to Metaverse services in various fields of society. Accordingly, our country is preparing standards for protective measures to ensure safety from threats and cybercrimes that may occur in the Metaverse. Therefore, this study seeks to derive improvements by benchmarking overseas and private cases where various services related to the metaverse are provided. To this end, this study was reviewed laws & institution, technology, and management cases by systematical literature review. First, it was benchmarked the laws & institution of major countries such as the US, EU, Germany, and the UK, and enacted and revised laws suitable for our country, established related regulations and guidelines, etc. Second, security threats in the Metaverse must be analyzed, and technical protection measures must be standardized and applied such as device access control, access authentication technology, encryption service, and access record management. Third, by benchmarking personal information management methods and frameworks in accordance with regulations such as the US and EU, a personal information protection and information protection management system must be established to manage and mitigate cyber risks in the metaverse. This study conducted policy case analysis based on literature research, and will continue to conduct research to discover policy tasks through the results.

메타버스기술은 코로나19시기에 비대면 서비스를 제공하는 대표적인 기술로 활용되었으며, 국내외 시장의 성장을 가져오게 되었다. 이에 따라 우리나라는 메타버스에서 발생할 수 있는 위협요소 및 사이 버범죄로부터 안전성을 확보하기 위한 보호조치기준을 마련하는 중이다. 따라서, 본 연구에서는 메타버 스 서비스를 제공하고 있는 해외 및 민간사례를 벤치마킹하여, 우리나라의 개인정보보호를 위한 개선사 항을 도출하고자 한다. 이를 위해 법･제도, 기술, 관리적 측면에서의 해외 및 민간사례를 체계적으로 문헌분석하여, 개선방안 을 도출하였다. 첫째, 미국, EU, 독일, 영국 등과 같은 주요 국가의 법･제도를 벤치마킹하여, 우리나라에 적합한 법률 제･개정, 관련 규정 및 가이드라인 제정 등을 하여야 한다. 둘째, 메타버스에서의 보안위협 을 분석하여, 기기접근통제, 접근인증기술, 암호화서비스, 접속기록관리 등과 같은 기술적 보호조치를 표준화하여 적용하여야 한다. 셋째, 미국, EU 등 규정에 의해 개인정보 관리방법 및 프레임워크를 벤치 마킹하여, 메타버스에서의 사이버 위험관리 및 완화를 위한 개인정보보호 및 정보보호 관리체계를 마련 하여야 한다. 이처럼 본 연구는 문헌연구를 바탕으로 정책 사례 분석을 하였으며 그 결과를 통해 정책과 제를 발굴하도록 지속적인 연구를 진행할 것이다.
