This study sought to determine whether perceptions of the influence of media reports on the policy process differ among policy participants. In other words, how policy participants perceive the media's influence in the policy process in a time-series context, where and how they place the importance of the media's main functions, what they perceive to be the relationship between the government and the media, and whether the media is desirable in the policy process. We investigated differences in perception of what tasks must be solved to play a successful role. As a result of the survey and analysis, there is a difference in perception between journalists and public officials, but the average value is that journalists are perceived to have greater influence than public officials in the policy agenda process and policy evaluation process, while public officials are relatively more aware of their influence in the policy decision-making and policy implementation process. Interpretations such as being bigger than journalists were derived.

본 연구는 언론보도가 정책과정에 미치는 영향력에 대한 인식이 정책참여자들 간에는 다르게 나타나는 것을 규명하고자 하였다. 즉, 정책참여자들이 정책과정 에서 언론의 영향력을 시계열적 맥락에서 어떻게 인식하고, 언론의 주요기능의 비중을 어디에 어떻게 두는지, 정부와 언론과의 관계는 어떠하다고 인식하는지, 언론이 정책과정에서 바람직하게 역할을하려면 어떠한 과제들을 해결해야하는지 에 대한 인식차이를 조사하였다. 그리고 이를 통해 언론보도와 정책과정과의 관 계에 관한 과제와 시사점을 도출하고자 하였다. 조사 분석한 결과, 언론인과 공무 원간에는 인식차이가 나타나지만 평균값에서 언론인은 정책의제과정과 정책평가 과정에서 공무원 보다 영향력이 크다고 인식한 반면 공무원은 상대적으로 정책결 정과 정책집행과정에 대한 영향력에 대한 인식에서 언론인보다 크다 등의 해석이 도출되었다.
