The destruction of Manseokbo was the beginning of the Donghak Peasant Revolution. The Donghak Peasant Revolution began on Jan. 10, 1894, when farmers gathered at the Malmok Marketplace attacked the government office and destroyed Manseokbo. However, the exact location of Manseokbo is unknown. In 1973 and 1997, a monument was erected to commemorate the Manseokbo, but it is difficult to conclude that it was where Manseokbo used to be. The location of the monument is also different from where Manseokbo used to be. A map depicting the location of Manseokbo is included in the record of application for the establishment of the Dongjin Repair Association in 1914. Since this map is also not a survey map, it is difficult to determine the location. It was confirmed that the wooden pegs identified in 2004 were not from the time of the Donghak Peasant Revolution. The monument should be erected at the historical site in order to function properly. The area where there was the Manseokbo is different from where the Manseokbo was located. This is why it is necessary to review how to determine the cultural heritage area. The most reliable way is to excavate the area where the Manseokbo is believed to have been. Due to the nature of the river, there is a possibility to check the wooden stake. In addition, the location needs to be reconfirmed and modified through memory and data collection.

1894년 1월 10일 말목장터에 모인 농민들이 고부관청을 습격하고 만석보를 파괴 하면서 동학농민혁명은 시작되었다. 만석포가 파괴된 지 130년이 되었지만 동학농 민혁명 당시 만석보의 위치를 정확하게 알 수 없다. 1973년과 1997년 만석보를 기념하는 비석을 세웠지만 그곳이 만석보가 있었던 곳이라고 단정하기는 어렵기 때문이다. 국가유산으로 지정된 위치 역시 만석보가 있었던 곳으로 확정할 수 있는 구체적인 자료는 확인하기 어렵다. 만석보의 위치가 그려진 지도는 1914년 동진수리조합 설립 신청 기록에 수록되어 있다. 이 지도 역시 측량지도가 아니기 때문에 위치를 확정하기는 어렵다. 2004년 당시 확인한 나무 말뚝 역시 동학농민혁명 당시 의 것은 아닌 것으로 확인되었다. 기념비는 역사적 현장에 세워졌을 때만 그 기능을 바로 할 수 있다. 현재 만석보가 있었던 곳으로 알려진 지역은 만석보의 위치와 다르다. 문화유산 구역을 어떻게 결정할 것인지에 대한 재검토가 필요한 이유이다. 가장 확실한 방법은 만석보가 있었던 것으로 추정되는 지역을 발굴하는 것이다. 하천의 특성상 나무 말뚝을 확인 할 가능성이 있다. 아울러 기억과 자료 수집을 통해서 위치를 재확인하고 바로 잡는 작업을 진행해야 할 것이다.
