In this study, we conduct a study on actual cases of establishing key performance indicators (KPIs) that promote safety and health activities in each field in relation to safety and health technology support projects in small business sites.,Through these case studies, we will contribute to the achievement of the mission of the corporation, which is to develop new performance indicators that can represent the business and to develop and reflect the development plan of the consignment business such as the business method and to reduce the accident death of small business sites. Small-scale workplace safety and health technology support projects mean projects that entrust industrial accident prevention activities such as technical support, safety and health education, and safety awareness promotion activities to small-scale workplaces with weak safety and health management to private disaster prevention agencies or non-profit organizations (private institutions).,The role of private institutions in the prevention of industrial accidents is continuously increasing and emphasized, and small-scale workplace safety and health technology support projects can be carried out by private institutions with specific qualifications in safety, chemistry, construction, service, and health. Therefore, in this study, new key performance indicators that contribute to small workplace safety and health technology support projects were newly established and key performance indicators for each sector were established.,As a result, the safety and health technology support project of a small business has taken the first step toward the system.

우리나라의 산업재해는 높은 산재사망률과 하청을 통한 위험의 외주화 등의 문제제기가 지속적으로 제기되어 왔다. 그동안 정부는 높은 산업재해 발생률을 낮추기 위해 꾸준히 노력했으며, 2019년도에 는 꾸준히 제기된 기업 처벌의 한계에 대해 산업안전보건법 전부 개정을 통해 탈피하고자 했으며, 2020년 5월에는 제5차 산재예방 5개년 계획을 발표했다. 산재예방 5개년 계획을 통해 2022년도까지 산재 사망사고를 절반으로 감축하며, 안전선진국으로의 도약을 목표로 한 바 있다. 본 연구에서는 소규모 사업장의 안전보건 기술지원사업에서 사용될 신규 핵심성과지표(KPI)의 구축 에 대해서 연구를 수행했다. 소규모 사업장 안전보건 기술지원사업은 안전보건관리가 취약한 소규모 사업장에 대한 기술지원, 안전보건교육, 안전의식 고취 활동 등의 산업재해예방 활동을 민간재해예방 기관 또는 비영리단체(민간기관)에 위탁하여 수행하도록 하는 사업을 의미한다. 산재 예방 사업에서는 민간기관의 역할이 증대 및 강화되고 있기에, 소규모 사업장 안전보건 기술지원사업은 안전, 화학, 건 설, 서비스, 보건의 분야별로 기술지원 사업이 이루어진다. 특정한 자격조건을 갖춘 수행기관에서 해당 사업을 위탁받아 사업을 수행한다. 본 연구는 새롭게 제안된 핵심성과지표를 통해 소규모 사업장 안전보건 기술지원사업의 성과를 측정 하는 성과지표 제안에 대한 연구이다. 조직 전체의 수준이 아니라 조직에서 운영 중인 한 가지 사업만 을 위한 별도 핵심성과지표를 새롭게 제안하는 과정을 통해 조직의 설립 목표에 기여하는 분야별 성과 를 측정하는 핵심성과지표를 파악해볼 수 있다.
