According to Article 5 of the Framework Act on Culture, the state must establish and implement policies on cultural promotion to guarantee the cultural rights of its citizens, strive to achieve balanced cultural development by resolving cultural gaps between regions, and ensure that cultural values are promoted to social and social communities. It is enacted that it must be allowed to spread. Accordingly, the government is making continuous efforts to establish culture and arts policies so that all citizens can benefit and enjoy culture and arts. And also, the development of local cultural content is not only about cultural and artistic aspects, but also content that can revitalize the local economy and lay the foundation for regional specificity and differentiation. Each local government creates a brand through the composition of representative local cultural content. It can be said that it is being created. Cheongju is a creative city of documentary culture, and it can be said that it is laying the foundation for becoming a city of recording culture by not only developing cultural and artistic contents but also operating a local archive center. Accordingly, this study aims to study actual cases of performance production as cultural and artistic content, focusing on the tales and historical facts of Andeokbeol in Cheongju, and the records of the neighborhoods of those who overcame it. The performance , which is the center of this study, was performed for the first time in 2018 and is a performance content based on neighborhood records that is continuously developed to reach audiences by incorporating various artistic elements into the work every year until 2022. It can be said. Through such practice-based research, content centered on the neighborhood, the smallest unit of a local brand, can be developed, and through this, the lives of neighborhood residents can be shared and enjoyed, thereby establishing itself as a new regional cultural and artistic content, and responding to rapidly changing situations. It is believed that there is a high possibility that it can emerge as digital content in society, and it can be said that there is great potential for expansion into various cultural and artistic content through the development of cultural content through neighborhood records.

문화기본법 제5조에 따르면, 국가는 국민의 문화권을 보장하기 위하여 문화진흥에 관한 정책을 수립·실행하고, 지역 간 문화 격차의 해소를 통하여 균형 잡힌 문화 발전이 이루어지도록 노력해야 할 것이며, 문화적 가치가 사회적 확산이 될 수 있도록 해야 하다고 제정 되어있다. 이에 따라 정부에서는 문화예술정책을 수립하여 모든 국민이 혜택을 받고, 문화예술을 향유 할 수 있도록 지속적인 노력을 하고 있다. 지역 문화 콘텐츠 개발은 문화·예술적 측면만이 아니라, 지역의 경제 활성화 및 지역의 특수성과 차별성에 대한 기반을 다질 수 있는 콘텐츠로, 각 지자체에서는 지역 문화 콘텐츠의 대표 콘텐츠의 구성을 통해 하나의 브랜드를 만들고 있다고 할 수 있다. 청주는 기록문화 창의 도시로, 문화예술 콘텐츠 개발뿐만 아니라 동네를 중심으로 한 기록관의 운영 등을 운영하며 기록 문화도시로의 초석을 다지고 있다고 할 수 있다. 이에 본 연구에서는 청주의 안덕벌의 설화와 역사적 사실, 그리고 이를 이겨낸 사람들의 동네의 기록을 중심으로 문화예술 콘텐츠로서의 실제적 공연제작사례를 연구하고자 한다. 본 연구의 중심이 되고 있는 공연 <안덕벌 삶 이야기>는 지난 2018년 초연되어 2022년까지 매년 작품에 대한 다양한 예술적 요소를 접목하여 관객들에게 다가가고자 지속적으로 개발되어지는 동네기록을 기반으로 한 공연콘텐츠라고 할 수 있다. 이와 같은 실기기반연구를 통해 지역 브랜드의 가장 작은 단위인 동네를 중심으로 한 콘텐츠를 개발하고, 이를 통한 동네 주민들의 삶을 공유하고, 향유함으로서 새로운 지역의 문화예술 콘텐츠로 자리 잡을 수 있으며, 급변하는 사회에 있어 디지털 콘텐츠로서도 부상할 수 있는 가능성이 높다고 사료되는 바, 동네 기록을 통한 문화 콘텐츠의 개발을 통해 다양한 문화예술 콘텐츠로서의 확장 가능성이 크다고 할 수 있다.
