｢Maximization of Performance of Existing Forces｣ is a business to improve the performance, quality, and operability of equipment by promptly taking action on matters that require improvement of the weapon system without making a necessary decision by the Joint Chiefs of Staff. This project was introduced in 2021 as a small-scale･short-term project with a total project cost of less than 20 billion won and a contract period of less than 24 months, a similar acquisition method is a｢Minor Performance Improvement Projects｣. The background of this study is that it is time to evaluate｢Maximization of Performance of Existing Forces｣, which has now entered its fourth year, and on the other hand, there is an opinion that there is not much practical benefit to be pursued separately from｢Minor Performance Improvement Projects｣. In this study, a quantitative efficiency analysis of｢Maximization of Performance of Existing Forces｣w as c arried o ut a nd policy suggestions for e fficient project promotion were included. For the efficiency analysis, the analysis of the project promotion procedure and project period of the two projects, and the AHP analysis were carried out. For the policy suggestions, we analyzed the changing trend of the project budget and the current status of execution, analyzed the characteristics of the project plan and procedure, and collected opinions from related organizations. It is hoped that this study will be helpful for the efficient promotion of｢Maximization of Performance of Existing Forces｣.

｢현존전력 성능 극대화 사업｣은 무기체계의 단순 성능개량에 한하여, 합참의 소요결정 없이 무기체계의 개선 필요사항을신속하게 조치하여 장비 성능, 품질, 운용성 등을 향상하는 사업이다. 본 사업은 총사업비 200억 원 미만, 계약 기간 24개월이내의 소규모･단기간 사업으로 2021년부터 도입되었으며, 유사한 목적의 획득방안으로｢경미한 성능개량 사업｣이 있다. 본연구를 수행한 배경은 이제 4년차에 접어든 현존전력 성능 극대화 사업에 대한 평가를 할 시점이 되었으며, 한편으로는 기존의｢경미한 성능개량 사업｣과 별도로 추진하는 것은 실익이 크지 않다 라는 의견이 제기되고 있다는 점을 고려하였다. 본 연구에서는 ｢현존전력 성능 극대화 사업｣의 정량적인 효율성 분석을 수행하고, 효율적인 사업추진을 위한 정책적 제언을 포함하였다. 효율성 분석에는 양개 사업의 사업추진절차와 사업 기간에 대한 분석, AHP(Analytic Hierarchy Process) 분석을수행하였다. 정책적 제언은 사업 예산의 변동 추세 및 집행현황 분석, 사업 기획 및 절차상의 특성 분석, 전문가 의견수렴을하였다. 본 연구가 ｢현존전력 성능 극대화 사업｣의 효율적 추진에 도움이 되기를 기대한다.
