The necessity for enhanced collaboration among allies is paramount to address the evolving security dynamics, highlighted by the COVID-19 pandemic and the conflict in Ukraine. Notably, the United States is advocating for a broader spectrum of cooperation with its allies, extending beyond traditional military engagements to encompass defense industry synergies, including technology and supply chain integrations, amidst escalating competition with China and Russia. In this context, the Republic of Korea (RoK) is advised to formulate a strategic approach to optimize the benefits of defense industry collaboration with the United States. This strategy should leverage the alliance to fortify the RoK-U.S. partnership and simultaneously address and elevate the domestic defense industry's capabilities. This research defines the efficacy of RoK-U.S. defense technological and industrial cooperation in terms of achieving defense procurement objectives, enhancing defense export volumes, and bolstering military readiness. The study analyzed collaboration outcomes and influencing factors through surveys and regression analysis. It posits that technical collaboration and supply chain integration play pivotal roles in influencing these outcome-oriented factors. Also identifies the Reciprocal Defense Procurement Memorandum of Understanding (RDP-MOU) agreement as a catalytic mechanism in fostering cooperation. Based on these results, Pursuing R&D collaboration, it is crucial to take into account technical collaboration capabilities, shared areas of interest and T&E infrastructure. Additionally, enhancing the stability of defense industry between RoK and U.S. through supply chain cooperation. Also signing the RDP-MOU can facilitate effective cooperation.

코로나-19 팬데믹, 우크라이나 전쟁 등 최근 안보 환경의 변화에 효과적으로 대응하기 위해 동맹국 간 협력의 필요성은증대되고 있다. 특히, 미국은 중국, 러시아와 경쟁이 심화되면서 동맹국과 전통적 군사 협력뿐만 아니라 국방 기술, 공급망등 방위산업 전반에 걸친 협력을 요구하고 있다. 이에 따라 한국은 미국과의 방위산업 분야 협력 성과를 극대화할 수 있는전략을 수립함으로써 한미동맹 강화뿐만 아니라 국내 방위산업 취약성을 제거하고 한 단계 발전하는 기회로 활용해야 할 것이다. 본 연구에서는 한-미간 방산기술협력 성과를 사업성과(일정 및 비용목표 달성), 방산수출 증대, 군사대비태세 강화로 정의하였으며, 방위사업 분야 종사자를 대상으로 설문조사 및 회귀분석을 통해 협력성과 영향 요인을 분석한 결과, 기술협력과 공급망 협력 요인이 유의미한 영향이 있음을 확인하였다. 또한 RDP-MOU 체결이 협력 추진에 매개효과를 발휘하는 것으로 나타났다. 이에 따라 국내 기술협력 역량, 한-미 공통 관심 기술 여부, 시험인프라 협력 가능성 등을 고려하여 공동연구개발을수행하고 공급망 협력을 통해 한-미 양국의 방위산업 안정성을 강화해야 하며, 협력을 원활하게 수행토록 국방상호조달협정체결을 정책추진 방향으로 제시하였다.
