This study aims to consider "financial informatization" within the scope of policies pursued by the North Korean authorities, away from fragmentary electronic payment research underway as part of financial reforms such as card use and mobile payment in North Korea. The core of North Korea's financial reform is monetary stability, guaranteeing the demand for funds from factories and businesses, and restoring state control. As one of the policy measures to achieve this, North Korea is actively promoting "financial informatization" policies such as electronic payments. However, no details on North Korea's financial informatization are known yet. This paper analyzed the background, content, and characteristics of North Korean financial informatization based on existing research on North Korean financial reform and data prepared inside North Korea. Quantitative analysis is difficult due to a lack of data, but related news and interviews have presented tasks to be solved by the North Korean authorities along with evaluation of the progress of financial informatization. The change in the payment system means a different change from the existing planned economy, so it is necessary to continue research on this.

본 연구는 북한에서의 카드 사용, 모바일결제 등 금융개혁의 일환으로 진행 중인 파편적 전자결제 연구에서 벗어나, 북한 당국이 추진하고 있는 정책의 범위에서 ‘금융정보화’를 고찰하고자 한다. 북한 금융개혁의 핵 심은 통화안정, 공장·기업소의 자금수요 보장, ‘원에 의한 통제’에 기반한 국가 통제력의 회복이다. 북한은 이 를 달성하기 위한 정책 수단 중 하나로 전자결제 등 ‘금융정보화’ 정책을 적극 추진하고 있다. 하지만 아직까 지 북한 금융정보화에 대한 구체적인 내용은 알려진 바가 거의 없다. 본 논문은 북한 금융개혁에 대한 기존의 연구와 북한의 공식 문헌 및 북한 내부에서 작성한 자료를 바탕으로 북한의 전자지급결제를 중심으로 금융 정보화와 전자결제의 개념과 추진 배경, 목적 등을 분석하였다. 자료의 부족으로 정량적 분석은 어렵지만 관 련 뉴스와 인터뷰 등을 통하여 전자지급결제 추진 경과에 대한 평가와 함께 한계도 기술하였다. 북한에서 결 제제도의 변화는 기존 계획경제와는 또 다른 양상의 변화를 의미하는 바, 이에 대한 지속적인 후속 연구가 필요하다고 하겠다.
