This study revisits the peace on the Korean Peninsula discussed in the unification policy of previous governments in a historical context, We will identify and review how the government's policies affected the movement of unification NGO through studying activities throughout certain periods of unification NGO’s existence. Hence, it is intended to derive implications for peace in the government's unification policy and unification NGO activities. Peaceful unification was a national task, and the top priority of national policy for each government in the past, but peace is becoming a factor of mutual debate as it is recognized as an optional factor of political support for the regime. Unification NGO aims to be functioning the role of unification socialization so that citizens can understand and accept the main values and beliefs of unification culture. However, in line with the political and social situations of the times, the direction and nature of the movement change, resulting in an conflict within the South Korean Community. Korean society, which its beginnings are heavily influenced by the Cold War, is structuring regional and generational conflicts based on security logic. To overcome such issue, it is necessary to change the understanding and perception of peace in Korean society, and the role of unification NGOs as well as government policies crucial in building peace on the Korean Peninsula.

본 연구는 역대 정부의 통일정책에서 논의되는 한반도 평화를 역사적 맥락에서 다시 살펴보고, 정부의 정책이 통일 NGO 운동에 어떤 영향을 주었는지 각 NGO의 활동을 통해 분석하여 검토하기로 한다. 이를 통해 정부의 통일정책과 통일 NGO 활동에서 나타나는 평화에 대한 함의를 도출하고자 한다. 역대 정부마다 민 족의 숙명 과제인 평화통일은 국가정책의 최우선순위에 두었으나 해당 정권에 대한 정치적 지지의 선택요 인으로 인식하게 되면서 평화는 상호 논쟁 요인이 되고 있다. 한편 통일 NGO는 시민들에게 통일문화의 주 요한 가치와 신념을 갖도록 통일사회화의 기능과 역할 수행을 목표로 하고 있으나 시대의 정치적·사회적 상 황과 맞물려 운동의 방향과 성격을 달리하며 남남갈등으로 나타나고 있다. 냉전 국가로 출발한 한국 사회는 안보 논리에 따라 지역, 세대 갈등을 구조화시키고 있다. 이를 극복하기 위해서는 한국 사회의 평화에 대한 이해와 인식의 전환이 필요하며 한반도 평화구축에 있어 정부 정책뿐만 아니라 통일 NGO의 역할 또한 그 무엇보다 중요하다.
