As we enter the 21st century, there is a paradigm shift occurring in diplomacy, and city diplomacy, as explored in this study, reflects this change well by transcending traditional diplomatic approaches and emphasizing the role of cities and local governments as key diplomatic actors. Traditionally, city diplomacy has been predominantly centered around local governments in North American and European countries. However, in the present day, due to processes like globalization, urbanization, and the exploration of new diplomatic approaches, city diplomacy is increasingly active at the subnational level of local governments in developing countries. Notably, since the 1990s, many Latin American countries have witnessed visible city diplomacy efforts at both state and city government levels, and this trend deserves attention. This research examines the development background and legal framework of city diplomacy in Brazil, with a particular focus on the case of São Paulo City, which holds the status of being the largest city in Latin America and a mega-city. São Paulo City's proactive engagement in city diplomacy, particularly since the tenure of Mayor Marta Suplicy, has garnered international attention. The establishment of the International Relations office in São Paulo City in 2001 marked a significant step, although São Paulo was not the pioneer among major Brazilian cities and states in this regard. However, leveraging its city diplomacy infrastructure, São Paulo City began to establish itself as a role model for city diplomacy in Brazil. One of the key findings of this study is that São Paulo City's city diplomacy exhibits different characteristics depending on the factionalism within the political party of the serving mayor. Despite micro-level variations in city diplomacy strategies based on the ruling party's faction, common motivations and objectives are observed in São Paulo City's city diplomacy. Notably, São Paulo City has primarily pursued city branding, facilitating investment and development by raising funds through city diplomacy.

21세기에 접어들며 외교의 패러다임이 변화하고 있다. 본 연구에서 살펴본 도시외교 또한 전통적 외교방식을 초월하여 도시나 지방정부가 외교의 핵심적인 수행주체로 기능 하고 있다는 측면에서 이러한 외교 패러다임의 변화를 잘 반영하고 있다. 주지하다시피 도시외교는 주로 북미나 유럽 국가의 지방정부를 중심으로 전개되어 왔으나, 세계화, 도 시화 및 신외교 탐구의 산물로써 오늘날에는 개발도상국 지방정부 차원의 도시외교가 활발히 이루어지고 있다. 특히 1990년대 이래 지방분권화 흐름에 편승해 많은 라틴아메 리카 국가의 주와 도시 정부 차원에서의 도시외교가 가시적으로 전개되고 있음을 주목 할 필요가 있다. 본 연구는 브라질 도시외교의 발전 배경과 법적 프레임워크를 고찰한 후, 라틴아메리카 최대 도시이자 메가시티의 지위를 보유한 브라질 상파울루시의 도시외교 사례를 분석하였다. 상파울루시의 경우 21세기에 접어들며 마르타 수플리시(Marta Suplicy) 시장 집권 이래 능동적인 도시외교 전개를 통해 국제적인 주목을 끌었던 도시이 다. 상파울루시에 국제관계국이 창설된 것은 2001년으로, 브라질의 주요 도시와 주에 비 해 선발주자는 아니었다. 그러나 도시의 도시외교 인프라를 바탕으로 브라질 도시외교 의 모범사례로 자리매김하기 시작했다. 연구 결과, 상파울루시의 도시외교의 가장 큰 특징은 시장의 소속 정당의 정파성에 따라 도시외교 양상이 달라진다는 점이라는 것이다. 이러한 시 정부 집권 정당별 도시외교 전략에 대한 미시적 변화에도 불구하고, 큰 틀에서 상파울루 도시외교를 관통하는 공통적인 도시외교의 동기와 목적이 관찰되는데, 이는 상파울루시의 경우 주로 도시외교를 통해 도시브랜딩, 도시 이미지 구축을 통한 투자유 치 및 개발을 위한 자금조달을 용이하게 하는 것을 추구해 왔다는 점을 들 수 있다.
