Local governments are competing to attract investment to escape the crisis of regional extinction and revitalize the local economy. Incentives to attract companies are provided in various forms, one of which is the provision of investment subsidies. Investment subsidies refer to providing direct financial benefits to attract companies. At a time when competition for investment attraction is fierce, identifying the similarities and differences in the investment subsidy systems provided by each local government can be expected to contribute to the establishment of investment attraction policies. To this end, this study compared and analyzed local law related to investment subsidies and the business support system. As a result of the analysis, the conditions and contents of investment subsidies from local governments had many similarities in the overall framework, but showed slightly different aspects in detail. In other words, the mainstream was to provide investment subsidies to manufacturing industries, focusing on the acquisition of material resources. Of course, some local governments provided differentiated incentives to attract and foster local specialized industries. A representative example is Jeju. In order to gain an advantage in the competition between local governments to attract business investment, it will be necessary to provide differentiated investment subsidies. To this end, it is necessary to understand the needs of companies, determine how helpful the investment subsidies were in attracting companies, and further contribute to revitalizing the local economy, and reflect them in the system.

지방자치단체들은 지역소멸의 위기에서 벗어나고 지역경제를 활성화시키기 위해 관할구역에 기 업의 투자를 유치하려고 한다. 기업 유치를 위한 인센티브의 제공은 다양한 형태로 이루어지는데, 그 가운데 하나가 투자보조금의 제공이다. 투자보조금은 기업을 유치하기 직접 재정적인 혜택을 제 공하는 것을 의미한다. 투자유치를 위한 경쟁이 치열한 시점에서 각 지방자치단체가 제공하는 투자보조금제도의 유사점 과 차이점을 식별하는 것은 투자유치정책의 수립에 기여할 것이라고 기대해 볼 수 있다. 이를 위해 본 연구는 광역자치단체의 조례와 규칙에 규정되어 있는 투자유치제도를 비교․분석하였다. 분석 결과, 광역자치단체의 투자보조금의 지원조건과 지원내용은 대동소이(大同小異)했다. 즉 제 조업을 대상으로, 물적 자원의 획득에 초점을 두어 투자보조금을 지원하는 것이 주류를 이루었다. 물론 일부 지방자치단체들은 지역의 특화산업을 유치하고 육성하기 위해 차별화된 인센티브를 지원 한 경우도 있었다. 대표적으로 제주를 들 수 있다. 지방자치단체 간 기업의 투자유치 경쟁에서 우위를 점하기 위해서는 차별화된 투자보조금의 제 공이 필요할 것이다. 이를 위해 기업의 요구를 파악하고, 투자보조금이 기업 유치에 얼마나 도움이 되었고, 더 나아가 지역경제 활성화에 기여했는가를 파악해서 제도에 반영해야 할 것이다.
