This study empirically examines the determinants of knowledge-sharing ODA allocation by South Korea. As global efforts intensify to achieve the Sustainable Development Goals(SDGs) and foster sustainable development cooperation, the importance of knowledge-sharing ODA is increasingly recognized. In this context, South Korea has actively engaged in various knowledge-sharing ODA initiatives, seeking to transfer its development experiences and expertise to developing countries. Despite the acknowledged significance of knowledge-sharing ODA, empirical research on the factors affecting South Korea's allocation of knowledge-sharing ODA remains scarce. This study investigates the drivers behind South Korea's knowledge-sharing ODA allocation, employing panel regression and panel tobit regression covering a decade (2012-2021) and 140 recipient countries. Findings indicate that South Korea tends to distribute more knowledge-sharing ODA to countries with a higher number of officials trained in South Korea and to those with prior experience in knowledge-sharing ODA from other donor countries. Moreover, higher government effectiveness in developing countries correlates with increased knowledge-sharing ODA allocation. Especially, the results reveal distinct patterns between Asia and non-Asia region. This study contributes to existing studies on South Korea’s knowledge-sharing ODA by empirically examining determinants of its allocation, and provides policy implications for enhancing development effectiveness through such initiatives.

본 연구의 목적은 한국의 지식공유형 ODA 배분에 영향을 미치는 요인을 실증적으로 분석하는 것이다. 국제사회는 지속가능개발을 위한 지식공유형 ODA의 중요성을 강조하며, 한국도 발전 경험 전수를 위해 다양한 지식공유형 ODA 사업을 수행한다. 그러나 이론적·실천적 중요성에도 불구하고 한국의 지식공유형 ODA 배분에 영향을 미치는 요인에 대한 실증 연구는 미비하다. 따라서 본 연구 는 2012년부터 2021년까지 한국이 지식공유형 ODA를 제공한 140개 협력대상국에 대해 패널회귀분 석과 패널토빗분석을 실시하였다. 분석 결과, 한국에서 연수 경험이 있는 협력대상국 담당자가 많 을수록, 한국을 제외한 타 공여국으로부터 지식공유형 ODA를 받아 본 경험이 많을수록, 협력대상국 의 정부 효과성이 높을수록 지식공유형 ODA가 많이 배분되는 것을 확인했다. 또한, 이러한 결과가 아시아와 非아시아 지역이 서로 다른 양상을 보이는 것도 확인했다. 본 연구는 국제사회에서 강조 되는 지식공유형 ODA에 대한 실증적 분석을 통해 연구를 확장하였다는 데 학술적 의의가 있으며, 지식공유형 ODA를 통한 개발효과성 제고에 정책적 함의를 제시한다.
