In 2017, it was announced that the PSS(Presidential Security Service) would be downgraded to the Presidential Security Service under the National Police Agency and changed to be similar to Japan (SP). In a situation where the right to terminate an investigation is newly granted to the police due to the adjustment of investigative powers between the prosecution and the police, and even the Anti-communism security investigation authority of the NIS is transferred to the police As it was pointed out if the presidential security duties were transferred to the National Police Agency, the influence of the police could be excessively expanded. The transfer of presidential security duties to the police was halted. However, concerns about this policy have recently become a reality with the assassination of Prime Minister Shinzo Abe in 2022 and the bombing of Prime Minister Fumio Kishida in 2023 in Japan, which was the policy model the government was planning in 2017. Therefore, this study is based on the abolition of the NIS(National Intelligence Service) Anti-communism Security Investigation Authority and the post-Cold War era in which the direct security agency exclusively responsible for the president is gradually being integrated with government agencies performing related.

지난 2017년 대통령경호실을 경찰청 산하의 대통령경호국으로 격하하여 일본 경시 청 경비부 경호과(SP)와 같이 변경하겠다고 밝혔으나 검·경 수사권 조정으로 경찰의 수사종결권 부여와 국가정보원의 대공수사권까지 경찰로 이관되는 상황에서 대통령 경 호업무까지 경찰청으로 이관되면 경찰의 영향력이 과도하게 확대될 수 있다는 점이 지 적되면서, 대통령 경호업무가 경찰로 이관되는 것은 중단되었다. 그런데 최근 2017년 정부가 계획하던 정책 모델이었던 일본에서 2022년 아베 신조 총리 암살, 2023년 기시 다 후미오 총리 폭발물 테러 등이 발생하며, 이러한 정책의 우려는 현실이 되었다. 따라서 본 연구는 국가정보원의 대공수사권 폐지와 냉전이후 대통령 직속 경호기관 이 점차유관과 통합되어가고 있는 시대적흐름에서 국가안보실에안보정보수사센터를 신설하여 선발경호(위협정보) 업무를 통합하고 사법경찰권을 공유함으로써 얻는 효과 에 대하여 논의하였다.
