Recently, public history has permeated history and history education. And the discussion that oral history can be combined with public history and that history teachers can act as public historians is expanding. This study attempted to find the educational implications of public history and oral history on history education by reviewing the case of the ‘Oral History Exploration Project’ among the history education policies promoted by the provincial offices of education since 2019. The purpose of this study was to examine the three educational activities of the ‘Oral History Exploration Project’, ‘Development of Local History Education Materials’, and ‘Local History Curriculum Research Group’ and to examine the analytical articles to see at what points they can have strengths. These activities are examples of students and teachers working together to discover the modern and contemporary history of the region through oral statements. The historical and educational implications of these activities are, first, the strength of learner-led feature. This is advantageous for motivation and could lead to independent learning of students. Second, the vitalization of local history education. Students, parents, and local residents are demanding to learn local history rather than national lyrics. The oral history inquiry project has shown that it can be solved faithfully. Third, realization of democratic curriculum governance. In the process of discovering local history and developing it as educational materials, students, parents, and local residents were communicated with. It was confirmed that this guarantees the teacher’s independent and autonomous educational authority and is a good example of implementing curriculum governance. In short, the transition to public history and the use of oral history education could be a way to ensure the independent activities of learners and teachers for history learning to be democratically achieved. This showed the possibility that the future direction of history education to civic education will be possible through the transition to public history.

최근 공공 역사를 역사학과 역사교육에 접목하려는 논의가 활발하다. 그리고 구술 사가 공공 역사와 접목될 수 있으며, 역사 교사가 공공 역사가로 활동하는 양상이 나 타나고 있다. 본 연구는 시도교육청 단위에서 2019년부터 추진된 역사교육 정책 중 ‘구술사 탐구 프로젝트’ 사례를 검토하여 공공 역사와 구술사가 역사교육에 주는 교육 적 함의를 찾아 보고자 하였다. ‘구술사 탐구 프로젝트’, ‘지역사 교육 자료 개발’, ‘지 역사 교육과정 연구회’ 운영의 3가지 교육 활동과 이를 분석한 글을 검토하여 어떤 지점에서 강점을 가질 수 있는지 살펴 보고자 하였다. 이들 활동은 학생과 교사가 함 께 구술을 통해 지역의 근현대사를 발굴하면서 활동한 교육청 주도 사례였다. 이들 활동이 가지는 역사교육적 함의는 첫째, 학습자 주도성의 강점이다. 이는 동 기유발에 유리하며, 학생들의 주체적 배움으로 연결될 수 있었다. 둘째, 지역사 교육 의 활성화이다. 학생 및 학부모나 지역민은 국가사 보다 지역사 배움을 요구하고 있 다. 구술사 탐구 프로젝트는 이를 내실 있게 풀어낼 수 있음을 보여주었다. 셋째, 민 주적 교육과정 거버넌스의 구현을 가능하게 하였다. 지역사를 발굴하고 이를 교육자 료로 개발하는 과정에서 학생과 학부모 그리고 지역민과 소통하였다. 이는 교사의 주 체적이고 자율적인 교육권한을 담보하는 것이며, 교육과정 거버넌스 구현의 좋은 사 례임을 확인하였다. 요컨대, 공공 역사로의 전환과 구술사교육의 활용은 역사학습이 민주적으로 이루 어지기 위한 학습자 및 교사의 주체적 활동을 담보하는 하나의 방안이 될 수 있었다. 이는 향후 역사교육의 시민교육으로의 방향 설정이 공공 역사로의 전환으로 가능하리 라는 가능성을 보여주었다.
