This study aims to overcome the asymmetrical neutral system caused by inequality in tourism activities. It derived the push factor categories of tourism motivations of the disabled, multicultural citizens, pregnant women, and women raising infants and young children, who can be labeled as the tourism vulnerable. The difference between the tourism vulnerable's and the non-tourism vulnerable's perception of the motivations of the tourism vulnerable was analyzed to realize the effective public values of local tourist destination development. An integrated research method of quantitative and qualitative methods was applied for the analysis. The push factors of psychological motivations of the tourism vulnerable drawn from in-depth interviews were categorized. A survey of the tourism vulnerable was conducted to measure the degree of psychological effect of the push factors of the above motivations, and the tourism vulnerable's and the non-tourism vulnerable's perceptions of the motivations of the tourism vulnerable were compared. The results show that the tourism vulnerable and the non-tourism vulnerable perceived the motivations differently, and will make it explore the feasibility of local tourist destination development that considers specifically the motivations of the tourism vulnerable to realize public values.

본 연구는 관광활동 과정에서 나타나는 불평등에 기인한 비대칭적 뉴트럴 체계의 극복을 위해 기술되었다. 관광약자로 명명할 수 있는 장애인, 다문화시 민, 임산부 및 영유아자녀를 양육 중인 여성들의 관광 추진동기의 범주를 도출 하고, 그 동기에 대한 관광약자와 비관광약자인 일반 시민 간 인식 차이를 비 교분석함으로써 실효성 있는 공공적 지역관광지 개발 가치를 실현하고자 탐색 적 수준에서 분석을 진행했다. 분석방법으로는 양적연구방법과 질적연구방법을 결합한 통합연구방법을 적용했다. 심층면접을 통해 관광약자의 심리적 관광 추 진동기를 도출하여 범주화하고, 관광약자 대상 설문조사를 통해 관광동기 추진 요인의 심리적 작용 정도를 측정하였으며, 일반 시민 설문조사와 연계하여 관 광약자의 관광동기에 대한 인식 차이를 분석했다. 분석 결과, 관광동기를 인식 하는 정도에 집단 간 차이가 있었다. 이 연구결과를 통해 관광약자의 관광동기 를 구체적으로 고려한 공공적 가치를 실현할 수 있는 지역관광지 개발 가능성 을 모색할 수 있을 것이다.
