In response to the global rise in terror threats following the "Israel-Hamas War" and an increase in Western-style hate crimes, including vehicle-ramming attacks, this study examines vehicle-ramming terror patterns in the West (Europe, North America, Israel) and proposes strategies for enhancing South Korea's terrorism response system. The recommendations include establishing dedicated terrorism response units to address complex vehicular terror involving cyber and physical attacks; promoting collaboration across government, academia, and industry to mitigate autonomous vehicle threats; enforcing stricter regulations on the use of vans and large commercial vehicles for terrorism; and employing military and police motorcycle units for rapid response to secondary attacks. This study highlights the need for a comprehensive approach to counter the evolving threat of vehicular terrorism.

‘이-하마스 전쟁’에 따른 국제정세 여파로 전 세계를 대상으로 한 테러 위협이 증가하고, 국내에서도 서현역 차량돌진･흉기난동 사건 등 서구권 유사테러형 증오범죄위협이 고조되 면서 차량은 합법화된 최적의 테러수단이 되고 있다. 또한 IoT기술과 결합한 자율주행차량이 신종 테러 수단으로 이슈화되고 있지만 현재 국내에서는 심층적인 관련연구가 미흡한 실정이다. 이러한 배경 하에 본 연구는 서구권(유럽, 북미, 이스라엘)을 중심으로 차량돌진테러 양 상 분석과 국내 차량돌진 유사테러와 양상을 토대로 국내 테러대응체계 발전방안을 제시 하였다. 분석결과 첫째 사이버와 물리적 차량 복합테러 발생에 대비한 대응체계 보완, 둘째 자율주행차량 위협에 대비하기 위한 정부･산･학･연 협력 클러스터 구축, 셋째 승합차･대 형차량 테러수단 규제강화, 넷째 골든타임 내 초동대응 위한 군･경 대테러 부대의 MC(MotorCycle) 기동수단 활용 등을 제안하였다.
