This study has the purpose to identify the appropriateness of the deployment of fire officials by region through analyzing the relationship between the number of residents in charge per fire officials and the number of fire occurrence per 10,000 residents, the relationship between the rate of change in the number of residents in charge per fire officials, and the rate of change in the number of fire occurrence per 10,000 residents, etc. The specific research results are as follows. First, the number of residents per fire officials nationwide was above average in 8 regions, and below average in 9 regions. The rate of change(%) in the number of residents in charge by region was above the average in 8 regions and below the average in 9 regions. Second, the number of fire incidents per 10,000 residents by region was above average in 9 regions and below average in 8 regions. The rate of change(%) in the number of fire occurrence by region showed that 11 regions showed a decrease above the average, and 6 regions showed a decrease below the average. Third, the relationship between the number of residents in charge per fire officials and the number of fire occurrence per 10,000 residents showed that in most regions, except for Seoul, Busan, Chungbuk, Jeonnam regions, the number of residents in charge per fire officials went along with the number of fire occurrence per 10,000 residents. Fourth, the relationship between the rate of change in the number of residents in charge per fire officials and the rate of change in the number of fire occurrence per 10,000 residents was found in most regions, except for the Jeonnam region, the rate of change in the number of residents in charge per fire officials does not go together with the rate of change in the number of fire occurrence per 10,000 residents. This suggests that an appropriate and balanced arrangement of fire officials by region is necessary, as the number of residents in charge per fire officials go together with the number of fires per 10,000 residents.

본 연구는 소방공무원 1인당 담당주민수 및 주민 만명당 화재발생건수 간의 관계, 소방 공무원 1인당 담당주민수 증감률 및 주민 만명당 화재발생건수 증감률 간의 관계 등을 분석하여 지역별 소방공무원 배치의 적절성을 규명하는데 그 목적이 있다. 구체적인 연구 결과는 다음과 같다. 첫째, 전국 소방공무원 1인당 담당주민수는 평균 이상은 8개 지역, 평균 이하 지역은 9개 지역으로 나타났다. 지역별 담당주민수 증감률(%)은 평균 이상은 8개 지역, 평균 이하 는 9개 지역으로 나타났다. 둘째, 지역별 주민 만명당 화재발생건수는 평균 이상은 9개 지역, 평균 이하는 8개 지역 으로 나타났다. 지역별 화재발생건수 증감률(%)은 평균 이상 감소는 11개 지역, 평균 이하 감소는 6개 지역으로 나타났다. 셋째, 소방공무원 1인당 담당주민수와 주민 만명당 화재발생 건수 간의 관계는 서울, 부산, 충북, 전남 지역을 제외한 대다수 지역이 소방공무원 1인당 담당주민수가 주민 만명 당 화재발생 건수에 동행하는 것으로 나타났다. 넷째, 소방공무원 1인당 담당주민수 증감률과 주민 만명당 화재발생건수 증감률 간의 관계는 전남 지역을 제외한 대다수 지역이 소방공무원 1인당 담당주민수 증감률이 주민 만명당 화재발생건수 증감률과 동행(同行)하지 않는 것으로 나타났다. 이는 소방공무원 1인당 담당주민수가 주민 만명당 화재발생 건수에 동행하는 만큼, 지 역별로 소방공무원의 적절하고 균형된 배치가 필요하다는 것을 시사한다.
