The convergence of various technologies in the era of the Fourth Industrial Revolution, and the widespread impact of COVID-19 on marginalized populations are accelerating the phenomenon of digital divide. This study aims to delineate the phenomenon of digital divide through an analysis of the temporal changes in domestic media articles The analysis results reveal that in the early 1990s, the distribution of technology, computers, and internet usage were primarily emphasized. However, in the latter part of the 2000s, after a certain level of distribution of digital devices had occurred, societal issues related to digital divide, particularly focusing on vulnerable groups, gradually gained prominence. Particularly, recent influences of COVID-19 have exacerbated overall digital divide, especially among people with disabilities, the elderly, and low-income groups. This underscores that clear preparedness is needed to prevent to prevent further acceleration of digital divide.

4차 산업혁명 시대의 다양한 기술융합 현상과 코로나19로 인한 소외계층의 확산은 디지털 격차 현상을 더 욱 가속화시키고 있다. 본 연구는 국내 언론 기사의 시대적 변화 분석을 통해 디지털 격차 현상을 더욱 구체화하고 이에 따른 정부의 대응 방안을 모색하는 데 목적이 있다. 분석 결과, 1990년대 초반에는 기술과 컴퓨터 보급 및 인 터넷 이용을 강조한 기사들이 주를 이루었다면, 이에 대한 보급이 어느 정도 이루어지고 난 후인 2000년대 후반부 터는 취약계층을 중심으로 한 디지털 격차 관련 사회적 문제가 점차 대두됨을 확인할 수 있었다. 특히, 최근 들어 코로나19의 영향으로 인하여 장애인, 고령층, 저소득층 등 소외계층과 취약계층을 중심으로 사회적 문제가 더욱 두 드러지는 것으로 나타났다. 향후 인공지능 등 다양한 기술이 일상생활에 파고드는 시대에서 디지털 격차를 예방하 고 해소하기 위한 대비가 소외계층과 취약계층을 중심으로 더욱 활발하게 이루어져야 함을 확인하였다.
