This research underscores the growing significance of regional issues and the concurrent importance of discussions surrounding the role of local investment institutions. These entities aim to enhance the quality of life for local residents and contribute to regional development. The study endeavors to develop a reputation index that can capture the organizational characteristics of local investment institutions and navigate the intricate environmental factors surrounding them. Particularly focusing on the public and private aspects of public hospitals, the research reflects the organizational characteristics and environmental factors of public hospitals. These institutions face the dual challenge of generating public value through public healthcare services and ensuring financial stability based on profit generation. To conduct the study, data from 2010 to 2020 regarding the proportion of social welfare expenses in overall management costs was utilized to measure public value, while the profit margin in medical revenue was employed to assess profitability. Using these criteria, a mapping of all public hospitals was performed to identify those excelling in both publicness and profitability. Through a detailed case analysis of selected institutions, the study reveals that concerted efforts in generating publicness and profitability have resulted in positive evaluations in operational assessments and customer satisfaction surveys, thereby maintaining a favorable reputation. Based on these findings, the research highlights the significance of considering both publicness and profitability as key indicators in the development of a reputation index for local investment institutions. Furthermore, the study emphasizes the importance of diverse business initiatives to enhance performance and underscores the necessity of leveraging regional networks to engage with stakeholders for effective reputation management of local investment institutions

지역에 대한 이슈가 다양한 관점에서 부각되면서 지방출자출연기관의 역할도 중요하게 논의되는 추세다. 지방출자출연기관은 지역주민의 삶의 질 증진과 함께 지역발전에 기여하는 것을 목적으로 하는 조직이다. 본 연구는 지방출자출연기관의 조직특성과 조직을 둘러싼 복잡한 환 경을 반영할 수 있는 평판지수 개발과 평판관리 방안을 제시하고자 하였다. 특히, 지방의료원의 공공성과 수익성을 중심으로 연구를 수행하여 지역을 기반으로 활동하면서 공공의료를 통한 공공성 창출, 안정적인 경영을 바탕으로 한 수익성 창출을 요구받는 지방의료원의 조직특성과 환경적 요인을 반영하였다. 연구를 위해 2010년부터 2020년까지 관리운영비에서의 의료사회사업비 비중을 통해 공공성, 의료수익경상이익률 을 통해 수익성을 각각 측정하였고, 공공성과 수익성을 기준으로 전체 의료원을 매핑하여 공공성과 수익성이 모두 높은 의료원을 선별하였다. 이들을 대상으로 사례분석을 실시한 결과, 다양한 공공성, 수익성 창출 노력을 통해 운영평가, 고객만족도 조사 등에서 긍정적인 평가를 받아 좋은 평판이 유지되고 있음을 유추할 수 있었다. 이러한 분석을 바탕으로 본 연구는 지역사회 지방출자출연기관인 지방의료원의 평판지수 개 발에 있어 공공성과 수익성이 주요 지표가 될 수 있음을 확인하였다는 점에서 의의가 있다. 또한, 지방출자출연기관의 평판관리를 위해 다양한 사업 시도를 통한 성과 창출, 지역 네트워크를 활용한 이해관계자들과 적극적인 협업의 필요성을 제안하였다.
