Since most aircraft accidents result in major accidents, the survival probability is lower than in other transportation. The Coast Guard aviation is developing gradually. In the case of Korea, which is surrounded by sea on three sides, rapid response and search and rescue activities with guard ships are limited due to geographical conditions. To overcome these limitations, a rapid response is needed above all else. In this way, search and rescue agencies cannot be ruled out to use aircraft with excellent mobility on the sea and to conduct rapid rescue operations in the event of an incident. Aircraft are equipment that flies in the sky and require stricter safety management controls and regulations than equipment that operates on the ground. Therefore, the purpose of this study is to identify aviation safety problems caused by the difficulty of flight missions of the Coast Guard aviation organization and operation of multiple aircraft types and suggest improvement measures. Research methods mainly included literature review, identification of the safety status of Coast Guard aviation, and comparison methods with other organizations. As an improvement plan, first, we propose a management plan for aircraft operation quality and maintenance quality, second, we propose a reorganization of the organizational structure and personnel necessary for aircraft safety management and supervision, and third, we propose a plan to reorganize the safety analysis office.

항공기 사고는 대부분 대형 사고로 이어지므로 생존확률이 다른 교통수단에 비해 낮은 것이 특징이다. 해양경찰 항공 세력은 점진적으로 발전하고 있다. 삼면이 바다 인 우리나라의 경우 지리적 여건상 경비함정으로 신속한 대응과 수색·구조활동은 한 계가 있다. 이러한 한계를 극복하기 위해서는 무엇보다 신속한 대응 세력이 필요하 다. 이처럼 수색구조기관으로 해상사고 발생시 신속한 구조활동을 위해서는 기동력 이 뛰어난 항공 세력을 배제할 수는 없을 것이다. 항공기는 하늘을 날아다니는 장비 로 지상에서 운용하는 장비보다 안전관리가 엄격한 통제와 규제가 필요하다. 따라서 이 연구의 목적은 해양경찰 항공 조직의 비행 임무 난이도 및 다수 기종에 운용에 따른 항공 안전의 문제점을 파악하고 개선방안을 제시하는 것이다. 연구 방법으로 문헌 고찰 및 해양경찰 항공의 안전 실태 파악과 타 기관과의 비교 방법을 주로 활 용하였다. 개선방안으로 첫째 항공기 운항 품질과 정비 품질의 관리방안을 제안하고, 둘째 항공기 안전관리·감독에 필요한 조직구성과 인원에 대한 개편을 제시하고, 셋째 안전분석실 조직 개편 방안을 제언하고자 한다.
