This paper aims to suggest ways to establish welfare policies for artists living outside of Seoul and Gyeonggi-do area. The Korea Artists Welfare Foundation, located in Seoul, is not accessible to artists living in the region at the time when the Arts Welfare Support Center is recently established around metropolitan cities, and the foundation itself does not have any work or system for the region. In addition, although regional cultural foundations are carrying out some work related to the welfare of artists, it is difficult to resolve the welfare of artists in earnest as it is different from the work of the Cultural Foundation. Since COVID-19, the number of applicants for the ‘Certificate of Artistic Activities’ which is the basic qualification for artist welfare projects, has increased rapidly, delaying time even in the deliberation stage, and complaints from artists are increasing accordingly. To solve this problem, the Ministry of Culture has established the ‘First Basic Plan for Artist Welfare Policy’, which is planning to designate and operate a ‘Comprehensive Welfare Support Center for Local Artists (tentative name)’ in the basic plan. In this regard, it is at a time when it is necessary to re-establish the central role and establish a welfare support system in order to operate centers suitable for the local art environment. Therefore, this study analyzes the current status of the Korea Artists Welfare Foundation’s institutions and compares and analyzes major projects, focusing on the Busan Artists Welfare Center, Daegu Artists Support Center, and Gwangju Artists Body Communication Center, and ultimately suggests a system for establishing a welfare policy for local artists.

본 논문은 수도권 외 지역에 거주하는 예술인들의 복지정책이 정착될 수 있도록 방안을 제 시하는 것을 연구 목표로 한다. 최근 광역시를 중심으로 예술인복지지원센터가 설립되고 있 는 시점에서, 지역에 거주하는 예술인에게 서울에 소재한 한국예술인복지재단은 접근성이 떨어지고, 재단 자체에서도 지역을 대상으로 하는 업무나 체계가 마련되어 있지 않은 상황 이다. 또한, 지역별 문화재단에서 예술인복지 관련 업무를 일부 진행하고는 있지만, 문화재 단 고유 업무와는 결이 다르면서 본격적인 예술인 복지업무를 해소하기는 어려운 것이 현실 이다. 게다가 코로나19 이후로 예술인 복지사업의 기본자격인 ‘예술활동증명’의 신청자 수가 급격하게 늘어 심의단계에서도 시간이 계속 지체되고, 그에 따른 예술인들의 민원이 증가하 고 있다. 이를 해결하고자 문화부는 ‘제1차 예술인 복지정책 기본계획’을 수립하였으며, 이 기본계획에서 ‘지역예술인 복지 종합지원센터(가칭)’ 지정 및 운영지원을 계획하고 있는 단 계다. 그런 점에서 지역 예술환경에 맞는 센터를 운영하기 위하여 중앙의 역할을 재정립하고 복지지원 체계를 수립하는 것이 필요한 시점에 와있다. 이에 본 연구는 ‘한국예술인복지 재단’의 기관 현황을 분석하고 지역의 예술인 복지업무를 운영하는 기관 중 대표적으로 ‘부 산예술인복지지원센터’, ‘대구예술인지원센터’, ‘광주예술인보둠소통센터’를 중심으로 기관현 황 및 주요 사업들을 비교 분석한 후 쟁점을 파악하고, 궁극적으로 지역예술인 복지정책 정 착을 위한 체계 수립 방안을 제시하고자 한다.
