This paper is a policy study to expand participation in artistic activities of disabled artists and to spread discourse on disability arts, and contains policy suggestions with keywords such as ‘accessibility’, ‘disabled person identity’, ‘artistic excellence’, ‘inclusiveness’, and ‘governance’. Accordingly, the researcher examined the structure of Korea’s support policy for disabled artists and described the progress of making a creative environment and supporting it. However, compared to the total number of disabled people, opportunities to participate in the arts were low, and in the end, it was confirmed that strengthening ‘accessibility’ was a basic task. In fact, Korea Disability Arts & Culture Center is in charge of projects related to the disability arts, but Arts Council Korea and Korea Arts & Culture Education Service are also in charge of related projects, and accordingly, the establishment of roles among support organizations is needed. To this end, through the example of the United States, cooperation between organizations for the proposition of ‘accessibility’ was emphasized. Subsequently, the meaning of ‘disabled person identity’ was summarized from the perspective of looking at humans and society from the perspective of the disabled, and as a result, the logic of acquiring ‘artistic excellence’ was suggested as the main value, and ‘inclusive arts’ through cooperation with non-disabled artists. In addition, the process and procedure of reflecting and accepting the voices of the disability arts world are important in establishing support policies, and the need to strengthen the function of ‘governance’ was emphasized.

본 논문은 장애예술인의 예술활동 참여 확대와 장애예술 담론 확산을 위한 정책연구로서, ‘접근성’과 ‘(장애인)당사자성’, ‘예술적 수월성’, ‘포용성’, ‘거버넌스’를 키워드로 정책적 제언 을 담고 있다. 이를 위해 현재 장애예술인 지원정책의 구도를 살펴보면서 창작환경 조성과 지원의 진전된 상황을 기술하였다. 하지만 전체 장애인 숫자에 비해 예술참여 기회를 얻는 경우가 낮은 비율이라는 점에서 결국 ‘접근성’ 강화가 기본과제임을 확인하였다. 이에 장애 예술 관련 사업을 전담하는 한국장애인문화예술원 외에도, 한국문화예술위원회와 한국문화 예술교육진흥원이 관련 사업을 담당하고 있어 지원기구 간 역할 정립을 제시하였다. 이를 위해 미국의 사례를 통해 ‘접근성’이라는 대명제를 위한 기구 간 협력을 강조하였다. 이어서 장애예술의 이해를 장애인의 시선으로 인간과 사회를 바라본다는 관점에서 ‘당사자성’의 의 미를 정리하고, 그 결과 ‘예술적 수월성’을 획득한다는 논리를, 나아가 비장애예술인과의 협 력을 통한 ‘포용적 예술’을 주요 가치로 제시하였다. 그리고 지원정책 수립에서 장애예술계 현장의 목소리가 반영되고 수용되는 과정과 절차가 중요하다는 점에서 ‘거버넌스’ 기능 강화 의 필요성을 역설하였다.
