This study aims to better understand how residents and stakeholders in Ansan-si would make sense of the community recovery programs which have been introduced to heal the Sewol Ferry Disaster and gain disaster resilience. To do so, we set up a research question: how do the dialectical tensions play a role in shaping their sensemaking regarding the community recovery program? To answer this research question, we employ the dialectical tension framework to analyze what plays a role in shaping the way in which Ansan residents and stakeholders shape their sensemaking regarding the Ansan-si community recovery program. We have found that there are three dialectical tensions regarding how Ansan-si people would see the community recovery programs: (1) a tension between sufficiency/permanence and limitedness/transition in regard to the memory and condolence of the Sewol Ferry Disaster, (2) a tension between pursuing a special and unique path and exploring a general route in terms of building Ansan-si’s community, and (3) a tension between civic autonomy and local government’s supervision in implementing the community recovery programs. We expect that this study contributes to understand how individuals make sense of an effort to overcome disasters such as the one that Ansan-si’s people experience.

이 연구는 유례없는 사회적 참사였던 세월호 재난극복과 회복력을 높이기 위해 도입 된 국가적 지원 사업이었던 안산시 공동체 회복 프로그램의 이해관계자들이 어떻게 이 해하고 받아들이며, 의미를 구성하는지 파악했다. 이를 위해 설정한 연구 문제는 다음 과 같다: 해당 프로그램과 사업을 둘러싸고 이해관계자들 사이 형성된 긴장과 균열의 양상은 무엇인가? 이 연구 문제에 답하기 위해서, 2019년과 2021년 이들이 참여했던 집 중그룹 인터뷰 텍스트를 변증법적 긴장(dialectical tension)의 이론 틀을 통해서 분석 했다. 공동체 회복 프로그램을 둘러싸고 이들 사이 형성된 변증법적 긴장의 내용을 분 석했다. 안산시 지역 공동체 회복을 둘러싼 안산 지역 공동체 회복 프로그램의 이해관 계자 사이 변증법적 긴장은 1) 세월호 참사의 기억과 추모의 선명성과 영속성 대 제한 성과 전환, 2) 안산시 공동체 회복 경로의 고유성과 특수성 대 일반성과 보편성, 그리고 3) 안산시 공동체 회복 사업추진 과정에서 시민의 자발적 주도성 대 중앙정부 및 기초 자치단체의 예산 집행 및 지원에 대한 관리･감독으로 파악했다. 이 연구는 안산시 공동 체 회복 사업과 같은 사회적 재난 복구 노력을 지역주민이 어떻게 이해하고 수용하는가 에 대한 이해를 넓힐 것으로 기대한다.
