The decision on conservation measures for buried cultural properties is made by the Administrator of the Cultural Heritage Administration based on academic and historical value, but there are areas that need to be reexamined in terms of systematic preservation management, accessibility, and utilization after relocation and restoration. Accordingly, this study attempted to suggest ways to preserve and utilize, and areas that need to be improved, through a survey and inspection of the current status of 29 preserved ruins in the Jeollabuk-do region. As a result of the investigation, it was confirmed that there were technical problems with the previous restoration method, problems with accessibility and usability, and the absence of a systematic management system. In order to improve this, new engineering studies on materials and protective angles used in restoration must be conducted, and accessibility and usability must be increased by relocating the variously distributed preserved remains to urban heritage exhibition halls or museums. There is. In addition, a country-centered conservation management system must be established, and a scientific and systematic conservation management system must be based on institutional improvements equivalent to designated and registered cultural properties. This can provide an opportunity to increase the value of preserved ruins and historical awareness.

매장문화재의 보존조치 결정은 학술적, 역사적 가치에 따라 문화재청장이 결정하지만, 이전복원 후 체계적인 보존관리와 접근성 및 활용적 측면에서는 재검토할 필요가 있는 부분이 있다. 이에 본 연구에서는 전라북도 지역에 보존조치된 29건의 보존유적에 대한 현황조사와 실사를 통해 보존 및 활용방안, 개선해야 할 부분을 제시해 보고자 하였다. 조사 결과 이전복원 방법의 기술적 문제점과 접근성 및 활용성의 문제, 체계적인 관리 시스템의 부재를 확인할 수 있었다. 이러한 점을 개선하기 위해서는 이전복원에 사용되는 재료와 보호각의 공학적 연구 등이 새롭게 이루어져야 하고, 다양하게 분포되어 있는 보존유적을 도심지 유적 전시관 또는 박물관 등으로 다시 이전해 접근성과 활용성을 증대시킬 필요가 있다. 또한 국가 중심의 보존 관리 체계가 구축되어야하며, 지정 및 등록 문화재에 준하는 제도적 개선을 통해 과학적이고 체계적인 보존관리 시스템이 기반이 되어야 한다. 이를 통해 보존유적의 가치와 역사 인식을 높일 수 있는 계기를 마련할 수 있다.
