The domestic safety certification system has problems due to the inhibition of market function, the downgrading of technological innovation, the occurrence of regulatory avoidance behavior of the company, certification costs, and redundant regulations. These problems can lead to accidents caused by safety certified products due to the lack of management of the company. In particular, the purpose of this study is to derive implications for improving the certification system of temporary equipment through comparison and analysis of domestic and foreign certification systems related to temporary equipment in order to reduce accidents caused by temporary equipment frequently occurring in construction sites. As a result of the study, in order to strengthen the responsibility of the manufacturer of the safety certification product, it is necessary to obtain the certification according to the characteristics of the certification product like the U.S. or Germany rather than the current government-centered certification system. In other words, it is necessary to distinguish between self-certified products and publicly-certified products in consideration of all matters related to the product to be certified, such as the possibility of risk caused by the product, the degree of risk, and the user's ability to avoid risk. In addition, it is necessary to manage the authentication target at the manufacturing and distribution stages. In particular, it is necessary to have a program that can collect the products in circulation in the market as samples and perform performance tests to check whether they meet the unapproved products or safety certification standards. Finally, it is necessary to strengthen the administrative supervision of labor supervisors in order to strictly manage the temporary equipment.

국내의 안전인증제도는 시장기능 저해, 기술혁신의 저하로 하향평준화, 해당 업체의 규제 회피 행위의 발생, 인증비용, 중복규제 등으로 인한 문제가 있다. 이러한 문제는 기업의 관리 소홀에 의해 인증제품에 의한 재해가 발생할 수 있다. 특히 건설현장에서 빈번히 발생하고 있는 가설 기자재 인한 사고를 감소시키기 위해 국내･외 가설기자재 관련 인증제 도 비교･분석을 통해 가설기자재의 인증제도 개선에 필요한 시사점을 도출하는 것을 연구 목적으로 한다. 연구결과, 안전인증 제품의 제조자 책임 강화를 위해, 현행 정부 중심 의 인증제도 운영보다는 미국이나 독일처럼 인증대상품의 특성에 맞추 어 인증을 받을 필요가 있다. 다시 말해 해당 제품으로 인한 위험 발생 가능성, 위험의 정도, 사용자의 위험회피 능력 등 인증 대상 제품과 관 련한 모든 사항을 고려하여 자기인증 대상 제품과 공공 인증대상 제품 을 구별하여 적용할 필요가 있다. 또한 제조 및 유통 단계에서의 인증 대상품의 관리가 필요하다. 특히 시장에서 유통 중인 제품을 시료로 수거하고 성능시험을 실시하여 미인증품 또는 안전인증기준에 적합성 여 부 등을 점검할 수 있는 프로그램이 필요할 것으로 보인다. 끝으로 가설 기자재에 대한 관리를 엄격하게 하기 위해 근로감독관의 행정감독을 강 화하는 방안이 필요하다.
