In the 2022 police white paper, the National Police Agency introduces the situation in which a unified policy without a separate municipal police force began due to concerns over financial burdens and confusion with the national police due to the sudden implementation of the municipal police system in late 2021. However, it is true that there is a strong demand inside and outside for the dualization policy for the municipal police to provide customized community or close security services for residents' lives. In the end, the Yoon Sukyeol Government has drawn attention as it announced that it will conduct a dualization policy between the national police and the municipal police on a trial basis in special autonomous areas such as Sejong and Jeonbuk and expand it nationwide. This paper examines the dualization discourse of the complete municipal police system and provides a reason to expand the use of voluntary crime prevention units, focusing on life safety affairs, a shared area between the municipal and the national police. To this end, the dualization discourse between national police before the full implementation of the self-governing police system, the need to expand the self-defense force from the introduction of the self-governing police system to the settlement of dualization, and the significance of using the self-defense force. In the process, research results in white papers and reports produced by related agencies such as the National Police Agency are critically analyzed in light of previous studies, and the need for resident participation is emphasized as an alternative to overcoming the limitations of municipal police. As a result, it is emphasized that the voluntary crime prevention unit has a legal purpose specified as a community safety contribution such as security maintenance, crime prevention, and youth guidance as a volunteer organization with spatial characteristics, large populations, and high local love and responsibility. In the future, this researcher looks forward to concrete and empirical field studies to come up with measures to use the voluntary crime prevention unit as a symbolic and effective civilian and economic cooperation resource for the municipal police.

2022년 경찰백서에 경찰청은 2021년 후반 자치경찰제가 전격적으로 실시됨에 따라 발생할 수 있는 인력 충원과 시설 확충으로 인한 재정부담과 국가경찰과의 업무혼선에 대한 염려 때문에 별도의 자치 경찰 인력을 두지 않은 일원화정책이 시작되었던 사정을 소개한다. 하지만, 지역사회 맞춤형 또는 주민생활 밀착형 치안서비스를 제공한다는 자치경찰의 온전한 형태로의 이원화 정책에 대한 요구가 안팎으로 강한 것 이 사실이다. 결국, 윤석열 정부가 지방분권화 차원에서 국가경찰과 자치경찰 간 이원화 정책을 세종과 전북 등 특별자치지역에서 시범적으로 실시하고, 이를 전국으로 확대하겠다고 밝히고 있어서 관심을 모은 상태이 다. 이 논문은 온전한 자치경찰제로의 이원화 담론을 고찰하고, 자치경찰과 국가경찰의 공유 영역인 생활안 전 사무를 중심으로 자율방범대의 활용을 확대해야 하는 이유를 제시한다. 이를 위해서 온전한 자치경찰제 집행 전까지의 국가경찰 간 이원화 담론, 자치경찰제 도입 후 생활안전 업무의 불안정성과 이원화 정착까지 의 자율방범대 확대 필요성, 생활안전 분야 민경협력방안으로서 자율방범대 활용의 의의를 차례로 논한다. 그 과정에서 경찰청 등 유관 기관에서 생산된 백서와 보고서에 있는 연구결과를 관련한 선행연구에 비추어 비판적으로 분석하고, 생활안전 사무를 중심으로 자치경찰의 한계를 극복할 수 있는 대안으로서 주민참여의 필요성을 강조한다. 그 결과, 자율방범대가 지구대ㆍ파출소 단위로 구성된 공간적인 특징, 많은 인구, 높은 지역 사랑과 책임감으로 봉사단체로서 치안유지ㆍ범죄예방ㆍ청소년 선도 등 지역사회 안전 기여로 명시된 법적 목적성까지 가지고 있음을 강조한다. 향후 자율방범대를 자치경찰의 상징적이고 실효적인 민경협력자 원으로 활용할 수 있는 방안을 마련하기 위한 구체적인 실증적인 현장연구를 기대한다.
