This study used survey data on food delivery workers in the Busan area to analyze the labor conditions of food delivery workers and the determinants of income and industrial accidents (traffic accidents). The results are as follows. First, as of 2021, the number of delivery workers in the Busan area was estimated at 27,199 (423,000 nationwide) and the number of food delivery workers was estimated at 5,714 (89,000 nationwide). Second, the results of estimating the wage determinants of food delivery workers in the Busan area showed that the variables working hours, number of weekend deliveries, full-time job status, and marital status had a statistically significant positive influence, which means that long working hours and many weekends The number of deliveries, full-time delivery workers, and married delivery workers showed a statistical association with higher wages. Third, as a result of estimating the factors affecting traffic accidents of food delivery workers in Busan, the probability of traffic accidents was higher as the number of working hours and weekend deliveries increased, and the more standard contracts were written, the lower the probability of traffic accidents in women and marriages. The results of this analysis are a special phenomenon that appears in the labor market of specially employed workers in the form of performance-based pay, and suggest that the working environment in the blind spot can lead to poor health and traffic accidents among delivery workers.

본 연구는 부산이동노동자지원센터의 부산지역 음식배달 노동자 설문조사 자료를 활용하여 음식배달 노동자의노동실태와 함께 소득 및 산업재해 결정요인을 분석하였는데 결과는 다음과 같다. 첫째, 2021년 기준 부산지역 배달노동자는 27,199명(전국 42.3만명), 음식배달노동자는 5,714명(전국 8.9만명)으로 추정되었다. 둘째, 부산지역 음식배달노동자의 소득 결정요인을 추정한 결과는 노동시간, 주말 배달건수, 전업여부, 결혼여부 변수가 통계적으로 유의한 정(+)의 영향을 미쳤는데 이는 장시간 노동이, 많은 주말배달 건수가, 전업배달노동자가, 기혼배달노동자가 높은 소득과의 통계적 연관을 보였다. 셋째, 부산지역 음식배달노동자의 교통사고에 영향을 미치는 요인을 추정한 결과, 노동시간과 주말배달 건수가 증가할수록 교통사고 확률이 높았고 , 표준계약서를 작성할수록, 여자일수록, 혼인일수록 교통사고 확률이 낮게 나타났다. 이러한 분석 결과는 실적급 형태의 특수고용노동자의 노동시장에서 나타나는 특수한 현상이며, 사각지대에 놓여져 있는 노동환경이 배달노동자들의 건강 악화와 교통사고로 이어질 수 있음을 시사한다. 따라서 부산지역 배달노동자들의 산업재해(교통사고 )를 줄이기 위해서는 적정 노동시간과 함께 지역에서의 생활임금 보장을 위한 지원 정책을 강구할 필요가 있다. 이를 위해서는 노사정 간(또는 초기업 노사교섭)의 사회적 합의를 통해 적정 노동시간(적정 배달 건수) 및 적정 생활임금(안전 배달료)을 보장할 수 있어야 하고, 표준계약서를 작성한 배달노동자일수록 교통사고 확률이 낮은 것으로 분석된 만큼 표준계약서 작성을 장려해 가야 할 것으로 판단된다.
