The purpose of this paper is to introduce the historical background of the Wesel Convention and to analyze the content of the Church Order in detail for their characteristics. The Convent of Wesel in 1568 seems to be meeting of refugees from the Dutch Reformed Church who had fled to the city. The main theological characteristics of the Wesel Order are the equality ideas and the unity of churches. It proclaims the equality of all churches to prevent one church from dominating another. It leaves many detailed rules and customs to the free choice of the local church, but insists firmly and consistently on prescriptive uniformity in matters that may threaten and undermine the unity of the churches. And for that uniformity, it considers the decision of the provincial Synod to be the highest authority, since it presupposes that the provincial Synod is the final adjudicator of all difficult church matters.

본 논문의 목적은 베젤 비밀회의에 관한 역사적 배경을 소개하고 규정 의 내용을 상세하게 분석함으로써 그 내용적 특징이 무엇인지 밝히는 것이 다. 1568년의 베젤 비밀모임은 당시 베젤로 피난 온 네덜란드 개혁교회에 속한 피난민들의 모임으로 보인다. 베젤 규정의 신학적 특징으로는 교회들 사이의 평등정신과 연합정신 을 꼽을 수 있다. 특정 교회가 다른 교회를 지배하지 못하도록 모든 교회의 동등성을 천명한다. 또한 여러 가지 세세한 규칙이나 관습을 개체교회의 자유로운 선택에 맡기지만 교회 연합을 위협하고 저해할 수 있는 문제들에 대해서는 단호하고 일관되게 규정의 통일성을 요구한다. 그리고 그 통일성 을 위해 지방노회의 결정을 최상위의 권위로 간주하는데, 이것은 해결하기 어려운 모든 교회문제들에 대해 최종적으로 판단기관이 바로 지방노회임 을 전제하기 때문이다.
