In modern times, women's independent activities increased in the process of confronting and overcoming imperialist foreign invasions and Japanese colonial rule. It was intended to crack the colonial society, break down the boundaries of women's limited lives, and raise awareness of their rights. It was at this time that the movement to achieve goals through women's solid arity, rather than remaining individual, began in earnest. Solidarity is genera lly formed by belonging to a specific group, but it can also take a loose form of achieving a common goal by learning, working in the same space, or living in the same village. Gangwon women's loose solidarity activities are representative of the activities of the Chuncheon Women's Volunteer Co rps during the Korean Empire and the pioneering national debt compensatio n movement of eight Gangneung women. During the Japanese colonial peri od, allied strikes, allied fasts, and allied leave and expulsions were confirme d against labor exploitation and unfair practices that took place in silk facto ries and training centers set up and operated by colonial capital. It became the foundation for the establishment of social movement organizations and broader solidarity to break away from the colonial system and transform the community in a positive way for women.

근대는 제국주의 외세침략 및 일제강점기를 겪으며 맞서고 극복하는 과정에 서 여성의 주체적인 활동이 신장되었다. 식민체제 사회에 균열을 내고 제한된 여성 삶의 경계를 허물고 권리 의식을 높이고자 했다. 개인에 머물지 않고 여성 연대를 통해 목적을 성취하려는 움직임이 본격화된 것도 이때다. 연대는 특정 단체 일원으로 소속해 결속하는 것이 일반적이나 같은 공간에서 배우고, 일하고 혹은 같은 마을에 살면서 공동목적을 달성하는 느슨한 형태도 있다. 강원여성의 느슨한 형태의 연대활동은 대한제국기 춘천여성의병단 활동과 강 릉여성 8인의 선각적 국채보상운동에서 대표적으로 찾을 수 있다. 일제강점기 에는 식민자본에 의해 설치 가동된 잠사공장 및 전습소에서 벌어진 노동력 착취와 부당행위에 맞선 동맹파업과 동맹단식, 동맹휴․퇴학이 확인된다. 식민체 제 탈피와 여성에 긍정적인 지역사회 전환을 위해 사회운동단체 설립과 더 큰 범위의 연대를 이뤄가는 토대가 됐다.
