This study used Big Kinds to analyze the attitudes of media reports focusing on the keyword 'local police' from July 19, 2017, the trigger point of the introduction of the local police system, to September 30, 2023, to implement the system. Based on changes in media reporting attitudes and policy changes after the implementation of the system, we attempted to suggest directions for future improvement of the local police system. As a result of analyzing media reports, before the implementation of the system, in the analysis of local police related words, 'adjustment of investigative authority' were greatly highlighted, and the rankings by weight of words such as adjustment of investigative authority, national investigation headquarters, and right to terminate investigation were high. On the other hand, in relation to the purpose of introducing local police, related words such as local decentralization, public security work, and life safety were derived with relatively low weight, so the political motivation of local police system and the purpose of decentralizing police power seem to have been prioritized. Then, on January 1, 2021, after the Police Act was revised and the autonomous police system came into effect, media coverage analysis shows that the decentralized autonomous police system, such as "local government", "committee", and "chairperson", related to enforcement introduction, organizational structure, and local government system promotion process emerged significantly, and related words about local police affairs, roles, and future expected results, such as full enforcement, life safety, socially vulnerable people, school violence, family violence, security services, and crime prevention, were ranked at a higher level in terms of relative weight. The issue of division of duties in the dualized model before the implementation of the system was a major factor causing confusion after implementation, and in the current unified model, the differentiated policy change was found to be minimal. Accordingly, it can be seen that there is a change in attitude after the implementation of media reports on the need to change the dual model. Based on this, there should be research and discussion to evaluate the effectiveness of the dualization model, and especially in the case of investigative work, policy alternatives should be presented to link the National Investigation Headquarters, the national police, and local police and reduce inconvenience factors for citizens.

본 연구는 빅카인즈를 활용하여 자치경찰제도 도입의 촉발시점인 2017년 7월 19일부터 2023년 9월 30일까지의 ‘자치경찰’ 키워드를 중심으로 한 언론보도의 태도를 분석하여, 제도 시행 전과 시행 후의 언론보도 태도의 변화와 정책 변동 추이를 토대로 향후 지치경찰제도의 개선 방향성을 제시하 고자 하였다. 언론보도 분석 결과 제도 시행 전에는 자치경찰 연관어 분석에서 ‘수사권 조정’과 관련 된 연관어들이 크게 부각되었으며, 수사권 조정, 국가수사본부, 수사종결권 등의 연관어들의 가중치 별 상대적 순위가 높게 나타났다. 반면에 자치경찰 도입 취지와 관련하여 지방분권, 민생치안 업무, 생활안전 등의 연관어는 상대적으로 가중치가 낮게 도출되어, 자치경찰제도 도입의 정치성과 경찰권 분산이라는 목적이 우선된 것으로 보인다. 그리고 2021년 1월 1일 경찰법이 개정되고, 자치경찰제도 가 시행된 이후 언론보도 분석을 살펴보면, ‘지자체’, ‘위원회’, ‘위원장’ 등 지방분권 자치경찰제의 시 행 소개와 조직구성, 그리고 지방자치단체의 제도 추진과정과 관련된 연관어들이 크게 부각되었으 며, 전면 시행, 생활안전, 사회적 약자, 학교폭력, 가정폭력, 치안서비스, 범죄예방 등 자치경찰 사무 와 역할 및 향후 기대성과 등에 관련된 연관어들이 상대적 가중치에 있어서 상위 수준으로 도출되 었다. 제도 시행 전 이원화 모델에서의 업무분장 문제가 시행 후 혼란 야기의 주요 쟁점이었다면 현 행 일원화 모델에서의 국가경찰과의 관계에 있어서 자치경찰로서의 차별화된 정책 변화는 미미한 것으로 나타났다. 이에 따라 이원화 모델의 전환 필요성에 대한 언론보도의 시행 후 태도 변화가 있 는 것을 알 수 있다. 이를 기반으로 이원화 모델에 대한 실효성 평가를 위한 연구와 논의가 있어야 하며, 특히 수사사무의 경우 국가수사본부와 국가경찰, 그리고 자치경찰 간의 연계와 시민 불편화 요소 감소를 위한 정책대안이 제시되어야 한다.
