Today, security issues are characterized by interconnectedness, convergence, and pervasiveness. Various problems and issues that existed in different dimensions become intertwined, establish relationships, and blend into one another, leading to qualitative changes in the issues or concerns at hand. Cybersecurity is one of the prominent examples of emerging security with its hyperconnectivity, boundary dissolution, and extensive overlap within its domain. Crimes, terrorism, and espionage in cyberspace are intertwined and closely linked. Cybersecurity, as one of the primary examples of emerging security, ultimately evolves into a geopolitical issue. The reason for the increasing prominence of micro and meso-level issues like cybercrime, cyberterrorism, and cyber espionage in the macro-level national security agenda is due to these dynamics. The primary aim of this text is to explore the fundamental concepts of various cybercriminal, cyberterrorist, and cyber-espionage activities that occur in cyberspace before a full-scale war, such as the Russia-Ukraine conflict, and to derive their implications for national and international security. These types of attacks and intrusions manifest in forms such as cybercrime, cyberterrorism, and cyber-espionage. The distinction and comprehension of the fundamental concepts of various cyberattacks and intrusions presented here may still be somewhat unsatisfactory, given their inherent ambiguity, but they can provide a framework or analytical lens for understanding and regulating various cybersecurity threats that are challenging to define. Through this, a set of criteria can be offered for deciding which cybersecurity issues should be addressed as matters of national and international security.

오늘날 안보문제는 연계성과 융합성, 그리고 전일성을 특성으로 한다. 서로 다른 차원에서 존재했 던 다양한 문제와 이슈들이 서로 얽히고, 관계 맺고, 하나로 어우러지면서 해당 문제나 이슈의 질적 인 변화가 일어나게 된다. 사이버 안보의 문제는 이 같은 안보의 초연결성과 영역의 붕괴, 그리고 전일적 혼재성이 나타나는 신흥안보의 대표적인 사례 가운데 하나이다. 사이버 상에서 나타나는 범 죄와 테러, 그리고 간첩 행위는 서로 혼재되어 있으며, 긴밀하게 연계되어있다. 이 같은 신흥안보의 대표적인 사례 가운데 하나인 사이버 안보는 궁극적으로 지정학적 문제로까지 진화하게 된다. 사이 버 범죄, 테러, 간첩과 같은 미시적 또는 중층적 문제들이 점점 더 중요한 거시적 국가안보의 아젠 다로 들어오게 된 것은 이 때문이다. 이 글의 주요 목적은 전쟁 이전 단계에서 나타나는 다양한 사 이버 상에서의 범죄, 테러, 간첩 활동들에 대한 기본 개념을 탐색하는 것이다. 이 글에서는 러시아- 우크라이나 전쟁과 같은 본격적인 전쟁(a full-scale war) 이전 단계에서 벌어지는 다양한 사이버 공 간에서의 공격과 침해행위들의 기본개념을 탐색하고 국가안보 및 국제안보의 함의를 도출하고자 하 였다. 이 같은 공격과 침해행위들은 사이버 범죄, 사이버 테러, 사이버 간첩행위의 형태로 나타난다. 여기에서 제시하는 다양한 사이버 공격, 침해행위들에 대한 기본개념의 구분과 이해는 여전히 만족 스럽지는 않지만 애매모호하게 뒤섞여 있어 규정하기 어려운 여러 사이버 안보위해의 양태들을 이 해하고 규정하는데 하나의 시각틀 또는 분석틀을 제공할 수 있을 것이다. 그리고 이를 통해 어떤 사 이버 안보의 이슈들을 국가안보 및 국제안보의 의제로 다루어야 할지에 대한 어떤 잣대를 제시할 수 있을 것이다.
