This study evaluated the ‘Restorative Conversation’ program from the perspective of investigators who experienced the ‘Restorative Conversation’ program. For this purpose, in this study, a survey was conducted on 200 investigators, and a survey analysis was conducted on the responses of 188 investigators who had experience linking cases through the actual 'Restorative Dialogue' program. The results are as follows. First, in most cases, the reason investigators connected to the ‘restorative dialogue’ program was because of their own judgment that the case was suitable for the ‘restorative dialogue’ program or due to the request of the person in charge of the ‘restorative dialogue’ program. Second, the outcomes of case processing after ‘restorative dialogue’ mostly involved cases being forwarded with the opinion of non-indictment or cases being forwarded with the opinion of indictment. Third, investigators recognized that the involved parties were somewhat satisfied with the ‘restorative dialogue’ program. Fourth, investigators acknowledged that the ‘restorative dialogue’ program could slightly supplement existing police activities (focused on apprehending criminals). Fifth, investigators felt that the ‘restorative dialogue’ program somewhat interfered with their work. Sixth, investigators seemed willing to reconnect with the ‘restorative dialogue’ program. Seventh, investigators acknowledged that the ‘restorative conversation’ program was somewhat effective in recovering from damage or preventing recidivism. Eighth, investigators believed that the ‘restorative dialogue’ program would make some contribution to improving public trust in the police. The results of this study have several policy implications. First, efforts are needed to help investigators better understand and support the ‘restorative dialogue’ program. Second, there is a need to legislate the ‘restorative dialogue’ program. Lastly, there is a need to promote the ‘restorative dialogue’ program more effectively among the public.

이 연구는 ‘회복적 대화’ 프로그램을경험한 수사관들의시각에서‘회복적대화’ 프로 그램을 평가하였다. 이를 위해, 이 연구에서는 200명의 수사관에 대해 설문조사를 실시 하였으며, 이중 실제 ‘회복적 대화’ 프로그램으로 사건을 연계한 경험이 있는 수사관 188명의 응답에 대해 설문분석을 진행하였으며, 그 결과는 다음과 같다. 첫째, 대부분의 경우, 수사관이 ‘회복적 대화’ 프로그램으로 연계한 이유는 ‘회복적 대화’ 프로그램에 적합하다는 수사관 자신의 판단 또는 ‘회복적 대화’ 프로그램 담당자 의 요구 때문이었다. 둘째, ‘회복적 대화’ 이후 사건 처리 결과는 불기소 의견으로 사건 송치 또는 기소 의견으로 사건 송치가 많았다. 셋째, 수사관들은 ‘회복적 대화’ 프로그 램에 대해 사건 당사자들이 약간 만족한다고 인식하고 있었다. 넷째, 수사관들은 기존 의 경찰활동(범인검거중심)을 ‘회복적 대화’ 프로그램이약간 보완할수 있다고 인식 하고 있었다. 다섯째, 수사관들은 ‘회복적 대화’ 프로그램이 자신의 업무에 약간 지장을 초래하고 있다고 생각하고 있었다. 여섯째, 수사관들은 ‘회복적 대화’ 프로그램으로 다 시 연계할 의향이 있는 것으로 나타났다. 일곱째, 수사관들은 ‘회복적 대화’ 프로그램이 피해회복이나 재범방지에 약간 효과적이라고 인식하고 있었다. 여덟째, 수사관들은 ‘회 복적 대화’ 프로그램이 경찰에 대한 국민의 신뢰를 제고하는 데 조금 기여할 것으로 생 각하고 있었다. 이 연구의 결과는 몇 가지 정책적 함의를 가진다. 첫째, 수사관들이 ‘회복적 대화’ 프 로그램에 대해 더 잘 이해하고 지지할 수 있도록 하는 노력이 필요하다. 둘째, ‘회복적 대화’ 프로그램에 대한 법제화가 필요하다. 마지막으로, 국민을 대상으로 ‘회복적 대화’ 프로그램에 대한 홍보를 더 알차게 추진할 필요가 있다.
