This study was conducted for the purpose of exploring the strategy for the development of the free semester system, focusing on the vision of the free semester system from the perspective of the environment of strengthening decentralization and future education. To achieve this purpose,, Delphi was conducted, and a strategy for development was derived based on the results of the Delphi survey. The results of the study are as follows: First, a middle school curriculum model reflecting the free-semester system should be developed, and students' choices and learning opportunities based on the characteristics of the community should be guaranteed. Second, in order for the free-semester system to be successfully established in the school field and to induce active participation and support from students and parents, it is imperative to consider its linkage with the high school curriculum. Third, diversification of evaluation methods and feedback through curriculum achievement standards should be strengthened. Fourth, various efforts are required to secure and strengthen channels of participation for parents to understand policies. Finally, the feasibility and benefits of integration with the creative experience activity area will be examined in depth to improve the problem of duplication of existing creative experience activities and free semester activities.

본 연구는 지방분권 강화라는 환경과 미래교육의 관점에서 자유학기제의 비전을 중심으로 자유학기제의 발전 방안의 전략 탐색을 목적으로 수행되었다. 이를 위해 델파이를 실시하였 고, 델파이 조사 결과를 바탕으로 발전방안의 전략을 도출하였다. 연구 결과는 다음과 같다. 첫째, 자유학기제를 반영한 중학교 교육과정 모형이 개발되어야 하고, 지역사회 특성에 기반 한 학생의 선택권과 학습기회가 보장되어야 한다. 둘째, 자유학기제가 학교 현장에 성공적으 로 안착하고 학생과 학부모의 적극적인 참여와 지지를 유도해내기 위해선 고교 교육과정과의 연계를 반드시 고려해야 한다. 셋째, 교육과정 성취기준을 통한 평가방식의 다양화와 피드백 을 강화해야 한다. 넷째, 학부모가 정책을 이해할 수 있는 참여의 채널을 확보하고, 이를 강 화하기 위한 다양한 노력들이 요구된다. 마지막으로, 창의적 체험 활동 영역과의 통합 관련 가능성과 타당성 및 유익성 등을 심층적으로 검토하여 기존 창의적 체험활동과 자유학기 활 동의 중복 문제를 개선한다.
