The reality is that small and medium-sized companies have been estranged from establishing a satisfactory technical security system for various reasons, including poor finances, indifference of executives and employees, and lack of operational manpower in the introduction system. Considering the reality of SMEs, the Ministry of SMEs and Startups provides some of the cost of building a security system suitable for the business environment for SMEs with excellent technology. In this study, we identified the poor status of technology protection of SMEs, found basic technology protection solutions, and analyzed the performance data of the current government-organized security system construction support project to identify what security systems SMEs prefer to introduce and what sizes and industries are introducing security solutions, and suggested the following ways to improve them and develop them in the future. First, to prevent five suppliers from monopolizing nearly half of the government's projects, it is necessary to improve the process of the consortium after application rather than the consortium application of suppliers and introduction companies before submitting the business plan, and fourth, the necessity of lowering the maximum amount of support and raising the support rate, and finally improving the quality of evaluation through the expertise of evaluation committee members were suggested as improvement measures.

중소기업은 만족할 만한 기술적 보안시스템을 구축하기 위해서는 열악한 재정과 임직원 의 무관심은 물론이고 도입시스템의 운용인력마저 부재한 상황 등 여러 가지 이유로 기술 적 보안시스템의 구축은 소원한 게 현실이다. 이런 중소기업의 현실을 감안하여 중소벤처 기업부에서는 우수기술을 보유하고 있는 중소기업을 대상으로 기업환경에 적합한 보안 시 스템 구축비용을 일부 지원하고 있다. 본 연구는 중소기업의 기술보호의 열악한 실태를 확인하고 기초적인 기술보호 솔루션을 알아보며 현재 중소벤처기업부가 지원하고 대중소기업농어업협력재단에서 주관하는 기술 유출방지시스템 구축지원 사업에 대한 실적자료를 분석하였다. 중소기업이 도입을 선호하 는 보안시스템이 무엇이고 어떤 규모와 업종이 보안솔루션을 도입하고 있는지 등을 확인 하고 향후 개선방안으로 다음과 같이 제시하였다. 첫째, 중소기업이 선호하는 보안솔루션 을 관련기관과 연계하여 집중적으로 개발하고 성능 좋은 제품을 공급하는 방안의 마련과, 둘째, 5개 공급기업이 정부사업의 절반가까이 독차지 하는 것을 지양하기 위하여 사업계획 서 제출 전 공급 및 도입기업의 컨소시엄 신청이 아닌 신청 후 컨소시엄의 프로세스로 개선이 필요하며, 셋째, 사업기간의 단축과 신청의 간소화가 필요하고, 넷째, 최대 지원금 액의 하향과 지원율의 상향조정의 필요성, 마지막으로 평가위원의 전문성을 통한 평가의 질이 향상되어야 한다.
