(Purpose) The purpose of this study is to derive ways to improve the region-specific visa system through the pilot operation case of Boryeong City, Chungnam Province, among local governments that are promoting the Ministry of Justice's region-specific visa system. (Research methods) The method of this study was conducted using the results of an interview survey with participants in the Ministry of Justice's regional-specific visa system pilot project, status data and policy data of participating companies, officials at Boryeong City Hall, and officials at the Chungnam Provincial Office and the Daejeon Immigration Office. (Findings) As the crisis of regional extinction became an issue, the Ministry of Justice introduced a regional-specific visa system in 2022 as a way to encourage foreigners to settle in the region and revitalize the economy, but it was found that there was no effective plan for each local government to implement this system. (Conclusion and recommendations) First, it is required to expand the recruitment of foreign participants and grant additional points to local residents. Second, it is necessary to expand the recruitment of companies wishing to hire foreigners. Third, a system to support foreign participants' adaptation to the local community must be established. Fourth, designation and operation of an organization dedicated to regionally specialized visa systems and establishment of a foreign employment portal are required. Fifthly, on-site consulting for foreign participants and participating companies is required. Lastly, measures to attract foreign students to specialized high schools and connect regionally specialized visa systems are requested. do.

(연구목적) 본 연구의 목적은 법무부의 지역특화형 비자제도를 추진중인 기초지자체 가운데 충남 보령시의 시범 운영 사례를 통하여 지역특화형 비자제도의 개선방안을 도출하는 것이다. (연구방법) 본 연구는 법무부 지역특화형 비자제도 시범사업 참여자, 참여기업의 현황자료 및 정책자료, 보령시 청 담당자, 충남도청과 대전출입국외국인사무소 관계자 대상 인터뷰 조사 결과를 활용하여 수행되었다. (연구결과) 지역소멸위기가 쟁점화되면서 법무부가 외국인 지역정착 유도 및 경제활성화 방안으로 2022년 지역 특화형 비자제도를 도입하였지만 본 제도 시행에 따른 지자체별 실효적인 방안은 부재한 것으로 나타났다. (결론 및 제언) 첫째, 외국인 참여자 모집 홍보 확대 및 지역거주자 가점 부여가 요구되고 둘째, 외국인 채용 희망 기업 모집 확대가 요구되며, 셋째, 외국인 참여자의 지역사회 적응지원 체계가 마련되어야 할 것이다. 넷째, 지역 특화형 비자제도 전담기관 지정 운영 및 외국인 고용포털 구축이 요구되고 다섯째, 외국인 참여자-참여기업 대 상 현장컨설팅이 요구되며 마지막으로, 특성화고등학교 외국인 유학생 유치 및 지역특화형 비자제도 연계 방안 이 요청된다.
