This study analyzes the effect of the inflow of foreign manpower on the wage level of the domestic labor market. Considering the characteristics of foreign workers in Korea, data for 12 years from 2008 to 2019 were collected for small and medium- sized manufacturing industry and 16 city and provincial regional panel data were established to reflect regional labor demand. Finally, endogenous problems were considered through the Fixed Effect (FE) model and the Generalized Method of Moments (GM) model for companies with less than 100 employees. As a result of the analysis, there was a negative effect of the inflow of foreign manpower on the wages of domestic workers, but it was not statistically significant. On the other hand, the effects are different in metropolitan(negative effect) area from non-metropolitan area(positive effect), However, numerically, the size was very small. In addition, it was found that the effect was somewhat overestimated without considering the endogeniety of foreign workers. These results somewhat dispel concerns about worsening working conditions in the non-metropolitan area and suggest the need to adjust the size of foreign manpower to meet local labor market conditions when considering future policies related to foreign manpower in the future.

본 연구는 외국인력 유입이 국내 노동시장의 임금수준에 미치는 영향을 분석한다. 국내 외국인 종사자의 특성을 고려하여 중소규모 제조업 산업을 대상으로 2008년~2019년 동안 의 12년 간 자료를 수집하였고, 지역별 노동수요를 반영하기 위해 16개 시도 지역패널 데이 터를 구축하였다. 최종적으로 100인 이하의 기업 규모를 대상으로 패널 고정효과(Fixed Effect, FE) 모형과 내생성 문제를 고려하기 위하여 일반화적률법(Generalized Method of Moments, GMM) 모형을 적용하였다. 분석 결과, 외국인력 유입과 1인당 임금은 음(-)의 상관관계를 보였으나 통계적으로 유의 하지 않았다. 반면, 수도권 및 비수도권을 구분하여 분석하였을 때 수도권에는 부(-)의 영향 이, 비수도권에는 양(+)의 효과가 유발되어 지역 간 상이한 영향이 확인되었다. 이러한 양상 은 사업체 규모가 작을수록(10-19인) 명확하게 드러났으나, 수치적으로는 그 크기가 매우 제한적이었다. 또한, 내생성을 고려하지 않았을 때 외국인력 유입에 따른 임금효과가 다소 과대추정됨을 알 수 있었다. 이러한 결과는 외국인력 유입에 따른 비수도권의 근로여건 악화에 대한 우려를 불식시키 며, 지역 노동시장 여건에 부합하는 외국인력 정책 설계의 필요성을 시사한다.
