Recently, the biggest issue in the field of weapon system acquisition is the concern about the prolongation of the acquisition period and the delay in deployment due to the complexity and closure of the project management procedure. Since the establishment of DAPA in 2006, the defense acquisition management system has been criticized as lacking in speed and efficiency due to policies that focus on transparency and professionalism. In addition, in order to keep up with the pace of scientific and technological development and respond to the future high-tech battlefield environment, it is necessary to improve the current acquisition management system. The recently established Rapid Acquisition Project and the Existing Power Maximization Project are also part of the system to meet the speed and e fficiency. This study examines the defense acquisition management system, which has been changing since the establishment of DAPA. In addition, it was divided into R&D project and purchase project, and the acquisition period and acquisition procedure from the filing of the requirement to the final deployment were quantified and analyzed. The contribution of this study is that it was quantified through actual project case analysis, away from the qualitative analysis that the acquisition period is long and the acquisition process is complicated, and it suggests 7 improvement plan to establish an acquisition process based on speed and efficiency, which has been promoted since 2022.

최근 무기체계 획득제도 분야의 가장 큰 쟁점은 사업관리절차의 복잡성과 폐쇄성으로 인한 획득기간의 장기화와 전력화지 연에 대한 우려이다. 방사청 개청 이후 국방획득관리제도는 투명성, 전문성에 중점을 둔 정책추진으로 신속성과 효율성이 결 여되었다는 평가가 지속되고 있다. 또한, 과학기술 발전속도에 부합하고 미래 첨단기술 전장 환경에 대응하기 위해서도 현재 의 획득관리제도는 개선할 필요성이 있다. 최근에 마련된 신속시범획득사업, 현존전력극대화 사업도 신속성과 효율성을 충족 시키기 위한 제도의 일환이다. 이러한 측면에서, 본 연구에서는 방사청 개청 이후 변화하고 있는 국방획득관리제도에 대해 고 찰하였다. 또한, 연구개발사업, 구매사업으로 구분하여 소요제기부터 최종 전력화까지의 획득기간과 획득절차의 정량화 분석 을 하였다. 본 연구의 기여점은 획득기간이 장기화되고, 획득절차가 복잡하다는 그간의 정성적 분석에서 벗어나 실제 사업사 례분석을 통해 정량화시켰다는 점과 2022년부터 추진하고 있는 신속성과 효율성에 기반한 획득 프로세스를 정착시키기 위한 7가지 개선 방안을 제시했다는 점이다.
