This study analyzed the Army’s requirements planning system from the PMTE paradigm perspective and suggested a direction for development.The current government announced that it would simplify the defense acquisition process and improve the complexity, rigidity, and closedness of the planning system.At the time of rapid development of science and technology and troop reduction due to national defense reform, the Army’s requirements planning system was analyzed in terms of procedures, methods, tools, and environment.The research method was to collect keywords from previous research data, classify them into core elements by hierarchy from a PMTE perspective, and evaluate the importance of these core elements through AHP analysis, followed by concept research, a mixture of threat and competency-based evaluations, evaluation tools, and conceptual organization.In the future, research is needed on the specification of a technology-led requirements planning procedure and the formation of a preliminary research team for each military school, and there is a limitation in that it does not include problems in the requirements raising and decision process by analyzing it from a conceptual perspective.

본 연구는 PMTE 패러다임 관점에서 육군의 소요기획체계를 분석하여 발전 방향을 제시하였다. 현 정부는 국방획득 절차 를 단순화하면서 소요기획체계의 복잡성･경직성･폐쇄성을 개선하겠다고 발표하였다. 과학기술의 급속한 발전과 국방개혁에 의한 병력감축 등 현시점에서 육군의 소요기획체계를 절차, 방법, 도구, 환경측면에서 분석하였다. 연구 방법은 선행연구 자 료에서 키워드를 수집하여 PMTE 관점에서 계층별 핵심 요소로 분류하였고, 이 핵심 요소를 AHP 분석을 통해서 중요도를 평가한 후 개념연구, 위협 및 능력기반 평가 혼합, 평가도구 및 개념조직 보강 등을 제시하였다. 향후 기술선도형 소요기획 절차에 대한 구체화 및 병과 학교별 사전연구팀 편성에 관한 연구가 필요하며, 개념적인 측면에서 분석하여 소요제기 및 결정 과정의 문제점을 포함하지 못한 한계가 있다.
