By deriving implications for fostering these defense adjacent industry clusters in advanced countries, Korea has selected Changwon, Daejeon, and Gumi as defense innovation clusters since 2020 and has been making various efforts such as R&D, localization of parts, and training of professional manpower. Despite these efforts, Korea’s defense industry cluster is insufficient in various aspects, including infrastructure, attracting anchor institutions and companies, governance, training professional manpower, and win-win cooperation between large and small companies compared to advanced countries. In response, this study examined innovation cases related to the creation of defense industry clusters over the past decades, focusing on the United States, France, and Turkiye, and suggested a plan to build a Korean defense industry innovation cluster suitable for the status of a global defense industry powerhouse. It proposed upgrading the government’s defense innovation cluster project, expanding the scope of new defense industries, linking with special defense opportunity development zones, attracting defense anchor institutions and companies, attracting global defense companies using compromised trade, establishing a wide-area consultative body for defense cluster development between central and local governments, establishing a regional defense cooperation project (tentative name), expanding participation in domestic and international defense exhibitions led by local governments, and supporting the development and settlement of defense experts. In the future, the government should actively support the government’s ‘Defense Innovation 4.0’ policy by expanding regional development and defense industry innovation by actively benchmarking advanced countries’ efforts to innovate defense clusters and establishing plans to build defense innovation clusters suitable for Korea. This paper will have a lot of policy implications in that it presents basic directions and concrete measures for building a defense innovation cluster suitable for Korea from the perspective of an industrial cluster for the first time in Korea.

우리나라는 2020년부터 창원, 대전, 구미를 방산혁신클러스터로 선정하여 R&D, 부품국산화, 전문인력 양성 등의 제반 노 력을 경주하고 있다. 이러한 노력에도 불구하고, 우리나라 방위산업 클러스터는 선진국 대비 인프라, 앵커기관 및 기업 유치, 거버넌스, 전문인력 양성, 대･중소기업 상생협력 등 여러 측면에서 미흡한 실정이다. 본 연구에서는 미국과 프랑스, 튀르키예 등을 중심으로 지난 수십년간 방위산업 클러스터 조성과 관련한 혁신 사례들을 살 펴보고, 글로벌 방위산업 강국 위상에 걸맞은 한국형 방위산업 혁신 클러스터 구축 방안을 제시하고자 하였다. 구체적으로, 정부 방산혁신클러스터 사업 고도화, 국방신산업 범위 확대, 방산기회발전특구와의 연계, 국방 앵커기관 및 기업 유치, 절충 교역을 활용한 글로벌 방산기업 유치, 중앙정부-지자체간 방산클러스터 발전 광역협의체 신설, 인접 지자체간을 잇는 방산 광 역 클러스터 구축, 지역특화형 방산 상생협력 지원사업(가칭) 신설, 지자체 주도의 국내외 방산전시회 참여 확대, 방산 전문인 력 양성 및 정착 지원 등을 제시하였다. 향후 선진국들의 방산클러스터 혁신 사례를 적극 벤치마킹한 한국형 방산혁신 클러스 터 구축방안 정립을 통해 지역균형 발전과 정부의‘국방혁신 4.0’정책 추진을 적극 지원해 나가야 할 것이다. 본 논문은 국내 최초로 산업클러스터 관점에서 우리나라에 적합한 방산 혁신 클러스터 구축을 위한 기본방향과 구체방안들을 제시한다는 점 에서 정책적 함의가 적지 않다고 할 것이다.
