The purpose of this study is to analyze the current status related to the welfare of Korea Coast Guard officials and, based on this, must be reviewed when establishing the 3rd Coast Guard Health, Safety and Welfare Promotion Basic Plan(2024-2028), which must be established by the Commissioner of theKorea Coast Guard every five years. It suggests the basic direction that should be taken. To this end, the 1st and 2nd Korea Coast Guard Welfare Basic Plans were reviewed and the actual status of their implementation was investigated. Next, the results of the welfare status survey for Korea Coast Guard officials were analyzed to investigate their significance and welfare areas that should be reviewed in the future 3rd welfare basic plan. Based on these results, this study proposed the basic direction for the 3rd Korea Coast Guard Health, Safety and Welfare Promotion Basic Plan (2024-2028), alternatives for establishing an actionable basic plan, and policy implications for this.

이 연구의 목적은 해양경찰공무원의 복지와 관련한 현황을 분석하여 이를 기반으 로 5년 마다 해양경찰청장이 수립하여야 하는 제3차 해양경찰 보건안전 및 복지증진 기본계획(2024-2028)에 수립 시 반드시 검토되어야 하는 기본방향을 제안하는 것이 다, 이를 위해 제1차와 제2차 해양경찰복지 기본계획을 검토하고, 그 이행에 대한 실 태를 분석하였으며, 다음으로 해양경찰공무원 대상 복지 현황조사 결과를 분석하여 그 의의와 향후 제3차 복지 기본계획에서 검토되어야 하는 복지 분야를 조사하였다. 주요 연구결과는 해양경찰 복지 정책 이행률의 저조하여 실천가능한 복지 기본계획 의 수립이 필요하였으며, 경제복지 분야에 대한 지원이 가장 필요하다고 인식하였으 며, 주요 정신건강(우울증ㆍ불안감 등) 현황이 부정적으로 변화한 것으로 나타났다. 이러한 결과를 바탕으로 이 연구는 제3차 해양경찰 보건안전 및 복지증진 기본계획 (2024-2028)에 대한 기본방향과 실천 가능한 기본계획 수립을 위해 ①위원회 개최 시 복지 관련 주제 포함되도록 의무화, ② 복지 관련 연구용역ㆍR&D 과제 추진, ③ 해양경찰패널 구축 등을 제안하였다.
