The history of political education or civic education in Germany has continued for the past 400 years. In particular, after the Gothaer Schulordnung in 1642, the gap between the system and reality was narrowed through four institutional changes. Additionally, the institutionalization process of Germany's civic education organization was carried out on a public law basis. It was institutionalized as a delegated task of the administrative subject (Verwaltungsträger) or the state, rather than being carried out autonomously by a private organization. In this study, a path-dependent analysis was conducted from the time when the system for political education or civic education was formally launched to the time when it was actually established. Therefore, among the types of institutionalism, the path dependence methodology of historical institutionalism was applied. Through this, we will trace institutional bricolage over time since the current German civic education system began to evolve, and the process of institutionalization of civic education within the national system after its establishment will also be described.

독일의 정치교육 또는 민주시민교육의 역사는 지난 400년간 지속적으로 진행되었다. 특히, 1642년 고타 학칙(Gothaer Schulordnung) 이후, 네 차례의 제도적 변화를 거치면서 제도와 현실 사이의 간극을 좁혀 나갔다. 또한 독일 민주시민교육 조직의 제도화 과정은 공법적 기초에서 진행되었다. 민간기구의 자율적인 실행보다는 행정주체(Verwaltungsträger) 또는 국가의 위임받은 과업으로서 제도화되었다. 본 연구에서는 정치교육 또는 민주시민교육에 대한 제도가 형식적으로 출범한 시점부터 실질적인 착근 시기까지 경로의존적 분석을 실시하였다. 따라서 제도주의 유형 중에서 역사적 제도주의의 경로의존성 방법론을 준용하였다. 이를 통하여 현행 독일의 민주시민교 육 제도가 진화되기 시작한 이후부터 시기별로 제도적인 존속변형(bricolage)을 추적하고, 제도 착근 이후 국가체계 내에서 민주시민교육의 제도화 과정이 기술되었다.
