On April 15, 2023, an assassination attempt occurred on Prime Minister Kishida of Japan during his support speech for a by-election in the National Assembly. The verification results indicate that the swift and appropriate response of close protection personnel succeeded in ensuring the Prime Minister's safety, but fundamental threat mitigation, such as preemptively thwarting the terrorist's attack attempt, was unsuccessful. Analyzing the assassination incident through the Security Organization Variation Model, it is anticipated that Japan's security organization will continue to evolve due to various pressure factors, including changes in the political sector, demands from the public, and potential threats from anti-government figures. The Japan National Police Agency is formulating additional measures to address issues arising from these pressures, but the related solutions are primarily focused on countering anti-government figures. Moreover, these measures are inadequate without accurate awareness of lone-actor terrorists, a new form of factor terrorism. To prevent future incidents of mimicry terrorism by lone actors who are not affiliated with specific terrorist organizations and have no history of mental illness or criminal records, practical measures such as multi-layered screening at event venues and risk analysis through the aggregation of relevant intelligence by public security authorities during peacetime are necessary.

2023년 4월 15일 중의원 보궐선거 지원연설 중이던 기시다 일본총리에 대한 암살미수사 건이 발생하였다. 경호조직 변동모델에 따르면 경호조직은 급변하는 경호환경과 상호작용 을 통해 끊임없이 변화한다. 아베 전총리 암살사건으로 인한 국가경호기관과 행위요인간의 상호작용결과 일본경찰청은 경호방침 변경, 조직 재편성 등 요인경호체계를 전면 개편하였 다. 그리고 기시다 총리 암살미수사건은 그러한 개편결과의 시험대였다. 이 사건 검증결과 근접경호원의 신속하고 적절한 대처로 총리 신변에 대한 안전 확보에는 성공하였으나, 테 러범의 공격 기도를 사전에 차단하지 못하는 등 근본적인 위협요소 제거에는 실패하였다. 경호조직변동모델을 통해 해당 암살사건을 분석해 보면 향후도 일본경호조직은 정치섹터 및 시민의 변화요구, 그리고 잠재적인 반정부 인물 등에 의한 위협 등 여러 가지 압력요인 으로 인해 지속적으로 변화할 것으로 예상된다. 일본경찰청은 이러한 압력으로 인한 문제 해결을 위해 추가대책을 수립하고 대응하고 있지만, 관련 해결책은 반정부 인물에 대한 대책에 그치고 있다. 아울러 이러한 대책 역시 요인테러의 새로운 형태인 단독행위 테러범 에 대한 정확한 인지가 없다면 향후 모방테러 예방은 어렵다. 특정 테러조직에 속하지 않 고, 정신질환 진료기록이나 범죄경력이 전무한 단독행위 테러범을 사전에 차단하기 위해서 는 행사장에서의 다층적 검색, 평시 공안당국 차원의 관련 정·첩보 취합을 통한 위험도 분석 등의 대책이 필요하다. 이 연구는 일본사례를 통해 우리나라 정치인들의 선거유세 시 발생 가능한 경호의 문제점을 살펴보고, 단독행위 테러범을 막기 위해 필요한 실용적인 요인테러 예방대책을 제공하는데 의의가 있다.
