The purpose of this study is to re-analyze whether the youth art support policy properly maintains its implications and directions as art support through the current status of youth art support policies and theoretical discussions of art support. The reasons why various issues and themes of youth art that have been discussed so far have emerged in a short period of time in the youth art support policy and projects and why the meaning of art support has been partially faded during that period, and lastly whether the functions and purposes of youth art support policies which have been recognized from the perspective of various subjects in the field of youth art conforms to it were compared and analyzed. The background of the establishment and implementation of youth art support policies are similar to the basis of welfare-level youth policies designed and promoted from an urgent and relieving perspective since the Korean society suffered an economic crisis in the early 2000s. By the way, does the youth art support policy have sufficient functions and implications as part of art support? Since 2016, youth art policies and various support projects that have appeared in Korea's cultural and artistic fields have been renamed as youth artist policies which were designed to target the young artists, losing some of the purpose and function of art support. In the meantime, the norm of ‘hungry art’, which considers the young artists as objects of poverty and poverty, has been added to the view of young people with sympathy and compassion, and the youth art support policy has become a benevolent distribution-style policy . This has been led to the consequence of overlooking the genuine value and importance of the public role and responsibility of art support.

이 연구는 청년예술 지원정책의 현황과 예술지원의 이론적 논의를 통해 청년예술 지원정책이 예술지원으로서의 함의와 방향을 올바로 견지하고 있는지를 다시 분석해보려는 목적이 있다. 지금까지 논의되고 있는 청년예술의 여러 이슈와 쟁점들이 단기간에 급부상한 청년예술 지원정책과 사업에서 어떠한 이유로 등장하게 되었고 그 과정에서 예술지 원이 갖는 의미가 일부 퇴색된 배경이 무엇이며 현장의 청년예술을 둘러싼 다양한 주체의 관점에서 인지되고 있는 청년예술 지원정책의 기능과 목적은 이에 부합하는지 비교하여 분석하였다. 청년예술 지원정책의 수립 및 시행 배경은 2000년대 초반 대한민국 사회가 경제위기를 겪은 이후로 지금까지 긴급 하고 구호적인 관점에서 설계되고 추진된 복지적 차원의 청년 정책의 기조와 유사한 특징을 보인다. 그런데, 청년예술 지원정책은 예술지원의 일부분으로서 충분히 그 기능과 함의를 가지고 있을까? 2016년부터 본격적으로 한국의 문화 예술장에 등장한 청년예술정책과 여러 지원사업들은 예술지원의 목적과 기능을 일부 상실한 채로 청년이자 예술인이 라고 불리는 청년예술(인) 정책으로 거듭났다. 그동안 동정과 연민으로 청년을 바라본 시선에 가난과 궁핍의 대상으로 여겨지는 배고픈 예술이 더해져 청년예술 지원정책은 그야말로 시혜적 성격의 나눠주기식 정책이 되고 말았다. 이는 예술지원이 갖는 공공의 역할과 책무에 대해서 그 가치와 중요성을 간과하게 만드는 일로 이어져 온 것이다.
