Purpose : The key purpose of this study is to examine the impact of macroeconomic factors on export insurance with respect to the problem of endogenous trade policy. Research design, data, methodology : For the purpose, this study organizes an econometric methodology in the framework of the simultaneous equation with the export and the export insurance. And then the study estimates the equation using Two-Stage Least Squares(2SLS) regression analysis at the level of quarterly data for Korea from 2005 to 2022. Results : The estimation results from 2SLS present that economic variables describing global economic trends are likely to impact both exports and export insurance in Korea. In particular, the economic variables with the statistical significances are GDP, the rate of GDP change, PPI, and trade balance. More importantly, the results demonstrate the evidence for the significant influence of GDP and the rate of GDP change on export insurance in the simultaneous equation. Conclusions : The evidences from the empirical analysis of 2SLS on the equation imply that economic variable related to global economic fluctuations seems to impact on export insurance. As a consequence, the export insurance may play a positive role in promoting exports and conducting countercyclical function as a trade policy instrument. The conclusion in this study also suggests that the policy authority consider the proactive role of export insurance policy in the effect for the countercyclical activity.

본 연구는 수출보험의 경기대응적 정책 역할에 대한 검토를 위해 주요 경제동향 변수와 수출 보험의 관계를 분석하였다. 이러한 연구목적을 위해 수출액과 수출보험의 양방향 인과관계를 고려하여 수출식과 수출보험식으로 구성된 연립방정식체계를 수립하고 연구모형을 설정하였 다. 이를 바탕으로 연립방정식체계의 추정에 적합한 2SLS 방법을 이용하여 연구모형을 추정하 였다. 우리나라의 2005년부터 2022년까지 분기별 자료를 이용하여 추정한 결과를 요약하면 다 음과 같다. 첫째, 주요 거시경제변수는 우리나라 수출액뿐만 아니라 수출보험규모에도 영향을 미친다. 특히 GDP와 GDP성장률의 영향이 상대적으로 중요하게 나타난다. 둘째, 수출보험식에 서 거시경제변수의 변화율이 수출보험규모의 변동에 중요한 요인으로 작용한다. 구체적으로 GDP성장률, 생산자물가, 무역수지의 변화는 수출보험규모에 영향을 미친다. 셋째, 결과적으로 독립적인 정책조정변수로 간주되는 수출보험은 거시경제동향의 영향을 받는다고 추정된다. 이러한 분석결과는 수출보험의 정책적 기능의 관점에서 독립정책변수로써의 전통적인 역할에 대한 새로운 시사점을 제시한다. 전통적으로 외생적으로 간주되는 무역정책 수단은 세계 경제 변화에 대한 소극성 대응을 가정한다. 수출보험에 있어서는 이러한 무역정책의 전통적인 관점 을 넘어 적극적인 정책 역할에 대한 인식이 필요하다. 따라서 본 논문의 연구결과는 세계 경제 위기 상황에서 위험을 완화하고 경기 변동에 적극적으로 대처하는 정책수단으로써 수출보험 의 경기대응적 역할을 강조한다.
