As citizens living in an AI-based intelligent information society, it is becoming increasingly important to have not only basic skills such as reading, writing, and arithmetic, but also universal AI skills that can understand and actively utilize AI in one's life. However, there is a lack of research on what universal AI skills everyone should have compared to research on the skills that developers of AI technology should have. Therefore, the purpose of this study is to identify the core components of universal AI education that everyone should have. To this end, this study analyzed previous research to derive 69 components and conducted three rounds of expert Delphi surveys with 26 AI experts to finally identify 6 core competencies: Adaptability, Public Interest Consideration, Creative & Convergent Thinking, Collaboration, Computational Thinking, and AI Literacy. Finally, based on the core competencies identified in this study, implications for AI education for the entire population were discussed.

인공지능 기반 지능정보사회를 살아갈 시민들이 능동적으로 삶을 영위하기 위해서는 읽기, 쓰기, 셈하기와 같은 기초 역량뿐만 아니라, 인공지능을 이해하고 자기 삶 속에서 적극적으로 활용할 수 있는 보편적인 인공지능 역량 의 중요성이 점점 더 커지고 있다. 그러나 인공지능 기술을 개발하는 사람들이 갖춰야 할 역량에 관한 연구에 비 해 누구나 갖춰야 할 보편적인 인공지능 역량이 무엇인지에 관한 연구는 부족한 실정이다. 따라서 본 연구의 목적 은 누구나 갖춰야 할 보편적인 인공지능 교육을 위한 핵심 역량의 구성 요인을 도출하는 것이다. 이를 위해, 본 연구는 선행연구 분석을 통해 69개의 구성 요인을 도출하고, 26명의 인공지능 전문가를 대상으로 3차의 전문가 델 파이를 통해 최종 6개의 핵심 역량을 도출하였다. 최종적으로 도출한 핵심 역량은 적응력, 공익적 사고, 창의·융합 적 사고, 협업 능력, 컴퓨팅 사고, 인공지능 소양이다. 끝으로, 본 연구에서 도출한 핵심 역량을 토대로 전 국민 대 상 인공지능 교육 방안을 위한 시사점을 논의하였다.
