The purpose of this study is to qualitatively analyze how the community-based Goryeo mom cafe communicated with its local community for child care, the motivation for participation, and the meaning. In the results of this study, the motivation for participating in Goryeo mom cafe was sharing information, overcoming linguistic difficulties, and reduction of child care cost. The meanings of participating in mom cafe were communal sharing of joint child care, making voice for children’s right to get education, empathizing through social participation, and securing the identity of Korean people through mutual aid. The child care policies should be recomposed so every member of society fairly takes responsibility for child care. For this, first, it would be necessary to provide information required for child care, and also to develop/provide the methods of utilizing resources. Second, it would be needed to establish the network, to strengthen cooperation, and to provide service in the field that requires support for child care. Third, there should be programs of transition education and education for each lifecycle targeting child care community. Fourth, the community base should be utilized for providing opportunities of social participation in child care community. Fifth, Caring for children is not the responsibility of parents; rather, our society should jointly provide support to solve the current issues of child care.

본 연구의 목적은 지역공동체 기반 고려인 맘카페에서는 자녀 돌봄을 위해 지역 사회와 어떻게 소통하고, 참여 동기는 어떠하였는지, 어떠한 의미인지를 질적 분 석하였다. 연구결과 고려인 맘카페 활동 동기는 정보공유, 언어적 어려움 극복, 양육비 절감으로 나타났다. 맘카페 활동의 의미로는 공동 양육 품앗이, 자녀의 교 육권을 위한 목소리 내기, 사회적 참여로 공감하기, 상호부조를 통한 한민족 정체 성 확보로 나타났다. 자녀의 돌봄은 모든 사회 구성원이 공평하게 돌봄 책임을 질 수 있도록 정책을 재구성해야 한다. 이를 위해 첫째, 자녀 돌봄에 필요한 정보 제 공 및 자원 활용 방법 개발하여 제공하여야 한다. 둘째, 자녀 돌봄의 지원이 필요 한 분야와 네트워크 구축 및 협력 강화하여 서비스해야 한다. 셋째, 돌봄 공동체 대상 전환교육 및 생애주기별 교육 프로그램 마련하여야 한다. 넷째, 자녀 양육 돌 봄 공동체의 사회적 참여를 위한 기회 제공해야 하며, 다섯째, 자녀의 돌봄은 부모 의 몫이 아니라 우리 사회가 공동으로 자녀 돌봄의 현안을 해결할 수 있도록 지원 하여야 한다.
