The claim that the community needs to be restored is emerging, with the advent of the 4th Industrial Revolution and the face of a super-aged society. However, community businesses and activities have been weakened overall due to the pandemic caused by COVID-19 in our society. At this point, we try to suggest policy implications by comparing and analyzing the factors that affect the performance of community activities in the pre-coronavirus situation and in the midst of the corona virus. For this analysis, multiple regression analysis was conducted based on surveys conducted in 2015 and 2022 targeting communities to compare and analyze the influencing factors. According to the analysis results, in a situation where contagious diseases such as corona affect differently than usual, the monitoring activities of public officials to comply with social distancing significantly contributed to weakening the social achievements of community cohesion, community identity, and trust and participation among residents. In addition, it was analyzed that the capacity of each resident and their representatives and the capacity of intermediate support organizations, which had a significant impact on economic performance such as house income and sales amount, did not have a significant impact in the COVID-19 pandemic situation. Rather, it is found that the help of external organizations, companies, and experts had a marked impact in the process of overcoming these limitations. This study can be said to be a study that gives meaningful implications on how to establish an internal response strategies and seek external support and solutions to revitalize the community activities and projects in a situation where an infectious disease such as COVID-19 has occurred.

우리사회의 마을공동체사업과 활동이 코로나19 팬데믹으로 심각하게 위축됐다. 이에 코로 나19 이전과 한창인 두 상황에서 마을공동체 성과에 미치는 영향요인을 비교·분석하여 의미 있는 결과를 도출하고 정책적 함의 또한 제시하고자 하였다. 연구분석을 위해, 2015년과 2022 년 당시의 마을공동체를 대상으로 실시한 설문조사를 토대로 다중회귀분석을 실시하고 영향 요인을 비교·분석하였다. 분석결과에 의하면, 코로나19 상황에서 첫째, 공무원들의 사회적 거리두기 준수를 위한 모 니터링 활동이 마을공동체 활동의 사회적 성과를 낮추는데 유의미하게 기여한 것으로 밝혀졌 다. 둘째, 경제적 성과에서는 코로나 이전에는 중요하게 영향을 미쳤던 주민 및 주민대표의 역량과 중간지원조직의 역량, 자체재원조달 능력이 코로나 상황에서는 유의미한 영향을 미치 지 못했다. 끝으로, 이러한 한계를 타개하기 위한 외부단체 및 기업과 전문가들의 도움이 코 로나19 상황에서는 유의미한 영향을 미쳤다. 이 연구는 코로나19 같은 팬데믹 상황에서 마을공동체 활성화를 위한 내부 대응전략 수립 과 외부지원 및 해결방안 모색을 위한 의미 있는 시사점을 준다.
