Is the central government subsidies for SOC(Social Overhead Capital) determined based on regional demand? Efforts and competition among local governments to secure central government subsidies, which are considered major local financial resources, are highly intense. However, the allocation size and patterns of these subsidies are not fixed and the allocation process itself is opaque. This study departs from the assumption that the determination of central government subsidies for SOC, represented by sectors like transportation, urban development, and regional development, may not necessarily be based solely on rational considerations and is influenced by various factors. Therefore, this paper conducts panel regression analysis on the factors influencing the size of SOC sector central government subsidies for 16 metropolitan local governments in South Korea over 9 years from 2013 to 2021, classifying these factors into political, economic, and fiscal categories. The analysis results indicate that among political factors, a higher proportion of ruling party members among the National Assembly members is associated with a larger allocation of SOC government subsidies. On the other hand, fiscal factors show a negative relationship between per capital local taxes and fiscal self-reliance with SOC government subsidies. This suggests that SOC government subsidies aim to reduce fiscal disparities among local governments and promote fairness to some extent.

SOC 국고보조금은 지역 수요를 반영하여 결정되는가? 대표적인 지방재원으로 평가되는 국고 보조금을 확보하기 위한 지방자치단체들의 노력과 경쟁은 매우 치열하다. 그러나 국고보조금의 배분 규모나 양상은 고정적이지 않으며, 배분 과정도 불투명하다. 본 연구는 수송 및 교통, 국토 및 지역개발 등으로 대표되는 SOC 국고보조금의 결정은 반드시 합리적으로만 이루어지지 않으 며 다양한 요인이 영향을 미치고 있을 것이라는 가정하에 출발하였다. 따라서 본 논문에서는 2013년에서 2021년까지 9개년간 우리나라 16개 광역자치단체의 SOC 부문 국고보조금의 규모에 영향을 미치는 요인을 정치적, 경제적, 재정적 요인으로 구분하여 패널회귀분석을 실시하였다. 분석결과, 정치적 요인 중 여당 소속 국회의원 비율이 높을수록 SOC 국고보조금 배분 규모가 커지는 것으로 나타났다. 재정적 요인은 1인당 지방세, 재정자립도는 국고보조금과 음(-)의 관계 에 있는 것으로 확인되었다. 이는 국고보조금이 지방정부 간 재정격차를 줄이고 형평성을 도모해 야 한다는 목적을 어느 정도 실현하고 있는 것으로 볼 수 있다.
