This study focuses on the proposal model for management evaluation of local government-funded and supported institutions, which serves as the institutional basis for the local government's management evaluation system. The purpose is to examine the problems and improvement measures of the proposal model. To achieve this, we examined the main contents and characteristics of the Ministry of Public Administration and Security's ｢2023 Proposal Model for Evaluating the Operational Performance of Local Government-Funded and Supported Institutions｣and based on this, explored the limitations and improvement measures of the proposal model. The study identified the limitations of the proposal model, such as the ambiguity of achieving policy objectives, the impracticality of evaluation committee composition and operation regulations, the duplication of excluded evaluands, the ambiguity of evaluation indicators for common and autonomous items, the narrowness of classification of local government-funded and supported institutions, and the opacity of evaluation results. To address these issues, we emphasized the need for meta-analysis of evaluation results, improvement of operational methods through a bilateral evaluation approach, clarification of exclusion criteria for evaluation, reclassification of local government-funded and supported institutions, enhancement of transparency through the disclosure of evaluation results, and the establishment of guidelines for post-management and institutionalization of gathering and regularizing the opinions of local government-funded and supported institutions. Despite the significant increase in the proportion of local government-funded and supported institutions in the local public sector, academic research on this subject remains inadequate. Therefore, this study is expected to contribute to spreading academic interest and discussions on local government-funded and supported institutions and their evaluation, fostering further research in this area.

본 연구는 ｢지방자치단체 출자･출연기관 경영실적평가 제안모델｣이 지방출자･출연기관 경영평 가제도의 제도적 기초로 작용한다는 점에 주목하고, 제안모델의 문제점과 개선방안을 탐색하는데 목적이 있다. 이를 위해 행정안전부의 ｢2023년 지방자치단체 출자･출연기관 경영실적평가 제안모 델｣의 주요내용과 특징을 살펴보고, 이를 바탕으로 제안모델의 한계와 개선방안을 모색하였다. 본 연구는 행정안전부의 제안모델이 가진 한계점으로 정책목적 달성 여부의 불명확, 평가단 구성 및 운영 규정의 비현실성, 경영평가 제외대상의 중복성, 공통항목과 자율항목 평가지표의 불명확, 지 방출연기관의 유형분류의 협소화, 평가결과의 공개 및 투명성 미흡 등을 지적하였다. 이런 문제점 을 개선하기 위해서 평가결과에 대한 사후분석 강화, 양방향적 평가방법의 적용가능성 검토, 경영 평가 제외대상 및 기준의 명확화, 지방출연기관 유형분류의 재검토, 평가결과의 공개를 통한 투명 성 강화, 사후관리에 관한 지침의 마련, 자치단체의 의견수렴 및 정례화 등의 제도화 방안이 필요 하다는 점을 강조하였다. 지방공공부문에서 지방출자･출연기관이 차지하는 비중이 크게 증가하였 음에도 불구하고 이에 관한 학술연구는 미흡한 실정이다. 이런 점에서 본 연구는 지방출자･출연 기관이나 지방출자･출연기관 경영평가 등에 관한 관심과 논의를 확산시키는데 기여할 것으로 기 대된다.
