The purpose of this study is to verify whether the experience of age discrimination of the elderly affects human rights attitudes differently depending on social capital, and to suggest effective ways to promote human rights attitudes based on the results of the study. For this purpose, the data of the 2020 Survey on the Human Rights of the Elderly in Jeollabuk-do was used, and the subjects of the study were 844 elderly people aged 65 to 79 years old. Based on the multi-layered structure of this data (level 1-individual, level 2-environment), it was analyzed through a 2-level hierarchical linear model. As a result of the analysis, first, among the total variance of the elderly's attitude toward human rights, the ratio of variance at the environmental level was 8.2%. Second, the elderly's experience of age discrimination had an effect on their human rights attitude (p<.001). Third, the moderating effect of social capital was found in the relationship between the elderly's experience of age discrimination and human rights attitude (p<.01). In other words, it was confirmed that the lower the social capital, the stronger the influence of age discrimination experiences on human rights attitudes. Fourth, at the individual level, the higher the level of education and the lower the economic level, the higher the human rights attitude. At the environmental level, it was confirmed that the more rural areas and human rights ordinances had a positive effect on the elderly's human rights attitude. Based on the results of this study, theoretical and policy suggestions for promoting the human rights attitude of the elderly are presented.

본 연구는 노인의 연령차별 경험이 인권태도에 미치는 관계에서 사회자본에 따라 그 영향력 이 상이하게 나타나는지 검증하고, 연구 결과를 바탕으로 인권태도 증진을 위한 효과적 방안을 제시하는 데 그 목적이 있다. 이를 위해 2020년 『전라북도 노인인권실태조사』데이터를 활용 하였고, 연구대상은 65~79세의 전기노인 844명이다. 본 자료의 다층구조(1수준-개인, 2수준-환 경)를 바탕으로 2-수준 위계적 선형모형(Hierarchial Linear: HLM)을 통해 분석되었다. 분석 결과, 첫째, 노인의 인권태도에 대한 총 분산 중 환경 수준 분산이 차지하는 비율이 8.2%로 나타났다. 둘째, 노인의 연령차별 경험은 인권태도에 영향을 미쳤다(p<.001). 셋째, 노인의 연령차별 경험 과 인권태도의 관계에서 사회자본의 조절효과가 나타났다(p<.01). 즉, 사회자본이 낮은 집단일수 록 연령차별 경험이 인권태도에 미치는 영향력이 더욱 강화되는 것으로 확인되었다. 넷째, 개인 수준에서 학력이 높을수록, 경제수준이 낮을수록 인권태도가 높았고, 환경 수준에서는 농촌일수 록, 인권조례가 있을수록 노인의 인권태도에 긍정적 영향이 있는 것으로 확인되었다. 본 연구 결과를 바탕으로 노인의 인권태도 증진을 위한 이론적, 정책적 제언을 제시하였다.
